Minimum Qualifications
Eight (8) years of experience in developing, leading, and managing critical technology projects.
Substitutions
- An associate degree may substitute for two (2) years of experience,
- A bachelor’s degree may substitute for four (4) years of experience.
- A master’s degree may substitute for five (5) years of experience.
Preferred Qualifications
- Five years of progressive experience in technology leadership.
- Two or more years of senior leadership experience in leading cross-functional teams.
- Excellent interpersonal skills: able to work across business lines at senior levels to influence and effect change to achieve common goals.
- Analytical skills: outstanding analytical and problem-solving abilities with an understanding of statistical analytics and how data is used to enable informed decision making, identify opportunities for better business outcomes.
- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists; able to sell ideas and process internally at all levels.
- Proven record of effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under their supervision; working ethically and with integrity.
Duties Description
ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Duties
Under the direction of the Chief Technology Officer, Information Technology Service (ITS), the incumbent will be the Bureau lead for Chief Technology Office. Accountable for the service level agreements and metrics by which each shared platform is measured. Specific duties include, but are not limited to:
- Lead the design, development, oversight and vision for all Chief Technology Office solutions and standards;
- Govern performance of the PCTO teams through team meetings, review of strategic goals and progress plans. Develop, implement, and maintain the overall management and direction of the units' operations; the managerial, supervisory, and support staff;
- Configure, assign, and monitor priorities, schedules, assignments, workloads, and staffing levels to insure peak operational efficiency. Ensure teams have the tools and bandwidth necessary to complete assigned functions;
- Direct and facilitate continuous process improvements to deliver all CTO solutions quickly and reliably. Identifying areas for improvement and implement plans to address gaps in policies and/or procedures as needed;
- Collaborate and interface with Executive Leadership and Deputy Commissioners of Technology on new Agency and Enterprise project needs;
- Manage standards and enable subordinate staff in development, implementation, and maintenance of technical designs and procedures in the delivery of CTO solutions to Agency and Enterprise projects;
- Contribute to leadership meetings with ITS and Agency management in coordination and support of large projects;
- Work with the ITS Finance Office in developing and maintaining the CTO annual personal and non-personal services budget and spending plan;
- Interact with internal and external clients, senior executives, and the Chamber to identify, analyze and prioritize business initiatives, enhancements, and issues;
- Contribute crucial technical and in-depth business knowledge as senior subject matter expert;
- Play an active role in staff development through assignments, training, guidance, and mentoring;
- Function as a senior level lead on-call, requiring on-call availability to address priority 1 issues within ITS, and participate in resolution of major disruptions, malfunctions, and recurring problems which impact client agency operations;
- Perform the full range of managerial and supervisory duties.
