ASI serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change and we are actively recruiting a The Information Technology Acquisition Review (ITAR) Coordinator/Senior Consultant to support TSA.
BACKGROUND:
The Transportation Security Administration’s (TSA) Mission Support Division provides essential administrative services for TSA operations. This division oversees functions such as human resources, logistics, communications, and engineering. These services are critical for supporting TSA's mission of ensuring transportation security across the United States.
The Information Technology Acquisition Review (ITAR) Coordinator plays a pivotal role in ensuring that all IT procurement packages within the Transportation Security Administration (TSA) comply with Federal Acquisition Regulations (FAR), agency policies, and mandates. This position demands meticulous attention to detail, thorough research, and investigative skills to facilitate complete and compliant procurement processes. The ITAR Coordinator is also instrumental in developing tools to streamline IT acquisitions, notably through the implementation of automated systems that enhance the ITAR process
KEY RESPONSIBILITIES:
- Technology Management:
- Analyze IT acquisition packages, including Statements of Work (SOW), Independent Government Cost Estimates (IGCEs), Acquisition Plans (APs), and relevant DHS and TSA submission forms.
- Apply knowledge of IT security and cybersecurity policies to ensure acquisition packages align with TSA enterprise security mandates, agency requirements, and adhere to FAR and the Federal Information Technology Acquisition Reform Act (FITARA).
- Develop and maintain cybersecurity plans, strategies, and policies supporting regulatory compliance and budget formulation/execution processes.
- Provide technical support by interpreting IT acquisition laws, statutes, regulations, and policies under FITARA during information systems reviews.
- Participate in testing and implementing the ITAR automation system, including user acceptance testing (UAT) and troubleshooting user issues.
- Manage and coordinate complex IT projects, such as developing, implementing, and maintaining the online ITAR submission portal.
- Analyze ITAR packages to ensure compliance with Information Assurance Cybersecurity requirements, TSA-DHS Enterprise Architecture, Section 508 Accessibility standards, and privacy incident response clauses.
- Submit TSA ITAR packages to DHS for review and approval, coordinating with program offices, program managers, DHS ITAR coordinators, and subject matter experts.
- Project Management:
- Apply project management principles to support complex IT projects, managing a portfolio of IT procurement requests, establishing priorities, and developing plans and schedules.
- Facilitate and coordinate the review of acquisition documents, ensuring alignment of Period of Performance dates with SOWs, SOOs, PWSs, cost estimates, and procurement request documentation.
- Act as a liaison between procurement request submitters, subject matter experts, and contracting officers to ensure consistent application of information security requirements and compliance with organizational goals.
- Attention to Detail:
- Demonstrate diligent attention to detail in reviewing various tasks and delivery orders across multiple contract vehicles, ensuring compliance with FAR and FITARA.
- Confirm that acquisition packages align with current agency requirements and mission objectives.
- Customer Service:
- Support management, acquisitions staff, and vendors by providing guidance on TSA products and services.
- Interpret and disseminate federal policies to stakeholders, offering guidance to complete compliant procurement submissions.
- Provide training to internal and external customers and stakeholders, issuing policy guidance and instructions as needed.
- Anticipate and meet the needs of internal and external customers, including contracting and procurement teams, executive management, and DHS representatives, to promote successful ITAR packages.
- Oral Communication:
- Coordinate with staff, vendors, acquisitions, security, management, enterprise architecture, compliance teams, administration, and support teams, tailoring communication to the audience.
- Support automated product implementation by articulating system applications to business, customers, user, developer, and enterprise stakeholders.
- Problem Solving:
- Identify and address problems, mitigating issues to uphold the integrity and compliance of the Federal Acquisition process.
- Use sound judgment to generate and evaluate alternatives, making recommendations based on directives, policies, processes, statutes, regulations, and laws.
- Review procurement requirements documents to determine the presence or absence of IT, using the Office of Management and Budget (OMB) Memo 15-14 as the basis for the definition of IT.
POSITION REQUIREMENTS:
- Bachelor's degree in IT, Business Administration, or a related field
- Minimum of 5 years of experience in IT acquisition, procurement, or a related area
- In-depth knowledge of Federal Acquisition Regulations (FAR), FITARA, and TSA/DHS policies
- Ability to work well with short deadlines
- Able to work with others

- DHS Public Trust (or clearable)
LOCATION:
- Hybrid— 3 days a week at TSA HQ, Tue - Thurs. At least for the first 90 days of the contract. TSA HQ: 6595 Springfield Center Dr, Springfield, VA 22150
PERIOD OF PERFORMANCE:
- 1 year with 4 option periods
