We are looking for a dynamic
Program Analyst to join our team! The Program Analysts supporting VA Quality Compliance are essential in ensuring the program operates efficiently, effectively, and in compliance with all regulatory requirements. Their work directly impacts the quality of support provided to transitioning service members, helping them successfully navigate the challenges of moving from military to civilian life. The Program Analyst will provide the necessary VA program support to initiate, plan, execute, monitor, and close the project and all associated requirements, tasks, and deliverables successfully.
Responsibilities:
- Monitoring and Evaluation: Program Analysts are responsible for continuously monitoring VA program activities to ensure they meet established quality standards and comply with federal regulations. This involves evaluating program performance, identifying areas for improvement, and ensuring that the program adheres to VA policies and procedures
- Data Analysis and Reporting: Collect, analyze, and interpret data related to program performance. This includes tracking participant outcomes, satisfaction levels, and program effectiveness. Program Analysts use this data to generate reports for VA leadership, highlighting successes and identifying areas that require attention
- Policy and Procedure Development: Program Analysts assist in the development and revision of policies and procedures to enhance the quality and compliance of VA programs. They ensure that all program activities are in alignment with federal laws, regulations, and VA guidelines
- Compliance Audits: Conducting regular compliance audits is a key responsibility. Program Analysts review program operations to ensure they comply with all relevant regulations and standards. They identify compliance risks and work with program management to implement corrective actions
- Stakeholder Engagement: They engage with various stakeholders, including service members, VA staff, and other governmental and non-governmental organizations involved in the transition process. Program Analysts gather feedback to improve program quality and ensure it meets the needs of transitioning service members
- Program Manager Support: Provide administrative and programmatic support to the Quality Assurance Team Program Manager
- Project Team Engagement: Work collaboratively with team members across different projects to ensure cohesive efforts and outcomes
- Meeting Support: Design and prepare presentation decks for meetings and briefings. Participate in both scheduled and impromptu meetings relevant to the project or program. Document and distribute minutes from client meetings, capturing key decisions, actions, and discussions
- Internal Quality Review of all Deliverables: Conduct thorough reviews of products and deliverables intended for the VA client team to ensure they meet quality standards before submission to the client. Ensure that project deliverables are completed within the agreed scope and adhere to predefined schedules
Requirements:
- Bachelor's Degree (BA/BS)
- Customer Service Skills
- Experience using Microsoft 365 products (SharePoint, PowerApps, MS Forms, Power BI, Word, Excel, and PowerPoint)
- Experience using Adobe Acrobat Pro
- Proficiency in ASANA to build project plans, coordinate tasks, and ensure effective completion of tasks to expected deadlines
- Able to work independently
- Able to deliver error-free work
- Comfortable working in a fast-paced, ever-changing environment
- 3+ years of experience with BS/BA
- 1+ years of experience with MS/MA/MBA
Skills:
- Analytical Skills: Analysts must be able to analyze data, interpret results, and make data-driven recommendations. They must also be adept at identifying trends, anomalies, and areas for improvement within complex data sets to inform quality improvements and operational decisions
- Technical Proficiency: Familiarity with testing and evaluation methodologies, quality assurance practices, dashboard design and maintenance, and relevant software tools (e.g., data analysis software, project management software) is essential. Understanding the technical aspects of the systems or programs under evaluation can also be beneficial
- Attention to Detail: Quality assurance demands a high level of attention to detail. Analysts must be able to meticulously review data, documents, and processes to identify errors, inconsistencies, or deviations from established standards
- Communication Skills: Effective communication, both written and verbal, is necessary for articulating findings, making recommendations, and collaborating with team members, stakeholders, and clients. This includes the ability to prepare clear and concise reports, presentations, and meeting summaries
- Problem-solving skills: Analysts should possess strong problem-solving abilities to address and resolve issues that may arise during the testing and evaluation process. This includes developing creative solutions to enhance quality and efficiency
- Project Management Skills: It is important to be able to manage multiple tasks and projects simultaneously while maintaining schedules and meeting deadlines. Skills in planning, organization, and time management are critical for ensuring the smooth execution of quality assurance activities
- Interpersonal Skills: Good interpersonal skills are required to work effectively within a team and maintain positive relationships with colleagues, stakeholders, and clients. Analysts should be able to work collaboratively, listen actively, and respond constructively to feedback
- Regulatory Knowledge: Understanding relevant regulations, standards, and guidelines that impact quality assurance and testing within VA context is valuable. This knowledge ensures compliance and informs best practices in quality management
- Critical Thinking: Analysts must think critically and evaluate processes, systems, and information objectively. They must be able to assess situations from multiple perspectives to support informed decision-making and quality improvements
- Adaptability: The dynamic nature of testing and evaluation work requires analysts to be adaptable and flexible. They must be open to change and able to adjust strategies or approaches in response to new information or challenges
Desired Skills:
- Experience with or knowledge of quality assurance methodologies and standards to ensure that testing processes and outcomes meet specified requirements
- Willingness and ability to quickly learn new tools, technologies, and methodologies relevant to VA
- Familiarity with project management software, data analytics tools, and any specialized software relevant to VA's operational domain. Experience using Microsoft 365 products (SharePoint, PowerApps, MS Forms, PowerBI) and Adobe Acrobat Pro. Proficiency in Asana to build project plans, coordinate tasks, and ensure all tasks are completed at target deadlines
- Able to deliver error-free work
- Comfortable working in a fast-paced, ever-changing environment with minimal supervision
- Government contracting experience
- Department of Veteran Affairs and Department of Defense Knowledge
CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with national average market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $68,000 - $85,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
