Description
IBSS is seeking a Full Time Program Management Support to assist The National Coordination Office (NCO) in order to increase efficiency, and internal and external customer satisfaction of the office.
The NCO is the permanent staff of the National Executive Committee for Space-Based Positioning, Navigation, and Timing (PNT). It is responsible for collecting Global Positioning System (GPS) related information from multiple federal agencies to support the operations of the National Executive Committee, including interagency coordination, consensus development, and issue resolution. The office maintains the GPS.gov website as the central pillar of the U.S. GPS outreach campaign. It also develops and disseminates other GPS educational materials.
Key Responsibilities:
- Apply program management knowledge, skills, tools, and techniques to support the initiation, planning, execution, monitoring and close out of NCO activities.
- Assist in the selection, maintenance, and utilization of software and tools to increase efficiency in tasks and project management for NCO activities.
- Services may include, but are not limited to, developing initial requirements, conducting research, assessing and recommending options, assessing existing tools to identify issues and make recommendations for improvements, alternatives, or corrective actions.
- Attend or actively participate in relevant conferences as required by NCO and provide conference summaries and/or action items upon request.
- Update and maintain NCO's electronic tracking tools of pending tasks.
- Assist in development and collection of critical data for high-level projects such as briefings, preparing presentations, validate the accuracy and validity of information, and disseminate information.
- Develop written products that articulate, interpret, and explain highly complex and important program policies and findings.
- Research and maintain information for key attendees (i.e. bureau heads) of NCO hosted meetings and distribute upon request.
- Coordinate internal approvals (i.e. General Counsel, advisors) of briefings, memos, and other documentation.
- Participate in internal and inter-agency collaboration meetings to assist with scheduling, logistics, pre- and post-meeting communication/documentation, task tracking, and establishing roles and responsibilities of the parties.
Required Skills /Education/ Certifications & Qualifications:
- Masters degree in related field with 10 years of experience, or Bachelors with 12 years of experience
- Requires a thorough understanding of program management within a GPS-centric environment
- Expertise in program management practices
- Expertise in GPS technology and applications, software tools, organization and collaboration, data collection
- Expertise in conference planning and execution
- Experience engaging with stakeholders across the Federal Government
- Comfortable participating in meetings
- Comfortable addressing national security-related issues
