Provide support for Air Force Special Operations Command (AFSOC) Joint Terminal Attack Control unit training to include JTAC, JTAC-Instructor (I), JTAC-Evaluator (E) and Close Air Support (CAS) simulator operations on local ranges and off-station ranges.
- Maintain JTAC, JTAC-I and JTAC-E qualifications in accordance with, JFS ESC AP MOA 2004-01, SOCOM M350-5, AFSOCI 13-50, and Wing, Group or unit guidance.
- If re-qualified or upgraded as a JTAC-E, they will conduct initial, recurring, Spot, no notice, and Evaluator evaluations on JTAC trainees, JTACs, JTAC-I’s, and JTAC-E’s in accordance with AFSOC, Wing, Group and unit guidance.
- Receive initial and recurring JTAC evaluations from unit JTAC-E PM or designated JTAC-E and approved in writing by their applicable unit commander. Contractors will not receive evaluations from another contractor. Contractors will not give initial JTAC-E evaluations.
- Assist in establishing and maintaining the unit JTAC academics, folders and programs in accordance with JFS ESC AP MOA 2004-01, USSOCOM M350-5, AFSOCI 13-50, and Wing, Group or unit guidance
- Provide instruction to JTAC trainees, JTACs, JTAC-I’s, and JTAC-E’s in both live and Live Virtual Constructed (LVC) environments, IAW Joint Publications, Air Force, SOCOM, AFSOC, Wing, Group, and unit guidance.
- Attend JTAC conferences, symposiums and meetings to ensure program continuity, as required.
- Maintain and update the unit JTAC evaluation tracker.
- Maintain and update the SOCOM directed SOF JTAC Records Management System (SRMS), at least weekly.
- Provide training and a special project expert who is a SME in developing training that accurately represents global operations in (with) course of actions (COA), Concept of Operations (CONOP), and combat skill development including related subsequent training and operations on a global scale.
- Schedule military ranges, aircraft and support personnel to support training and operations.
- Have the ability to accomplish minor software updates, load databases, create scenarios, accomplish line replaceable unit removal and replacement, and run scripted software or queries and other support as directed by the Help Desk.
- Must be capable of fully operating all aspects of the currently fielded simulator (JTC-TRS) and any newly fielded simulators, to include, but not limited to, the Joint Terminal Control-Training Rehearsal System (JTC-TRS) and HAVIK Systems Mobile Virtual Simulator.
- Implement STG/STS-provided simulator scenarios, as well as, develop and maintain the squadron’s CAS and SUAS simulator scenarios in accordance with JFS ESC AP MOA 2004-01, USSOCOM M350-5, AFSOCI 13-50, Wing, Group, and unit guidance. Report simulator issues in accordance with STG guidance.
- Provide JTAC, JTAC-I, and JTAC-E upgrade, currency, and proficiency training in the simulator. Participate and organize virtual and DMO training and exercises as required by squadron.
- Provide STG with unit simulator status, usage and issues on a monthly basis.
Required
- Bachelor's degree with 10 years experience
- Must have Information Assurance Technical (IAT) Level 1 certification in accordance with DoD 8570.01-M certification training or obtain their IAT Level certification within 6 months of assuming duties.
- Have the competence and familiarity to safely instruct and evaluate within high risk environments where explosives, pyrotechnics, live fire of small & large caliber weapons (including and up to anti-tank munitions) are common place. Additionally, the Contractor shall be able to work around demolitions (to include breaching), all small and large arms up to and including 40 millimeter, .50 caliber, pyrotechnics to include ground burst simulators, and simunitions.
- Be able to operate military and civilian vehicles and fly on rotary and fixed wing in the execution of training to perform duties as a range safety officer in accordance with base and installation range policies and procedures; to instruct and guide civilian and military
role players in support of training exercises and conduct all training exercise support operations; and have complete working knowledge of live fire and simulation fire safety standards.
- Perform range safety officer duties in accordance with base and installation range policies and procedures and must be competent in the training and observation of close quarters combat, urban/rural assaults, small unit tactics, low visibility operations, combat lifesaving skills, and other SOF specific mission sets.
- Be knowledgeable and able to observe the following training operations Close Quarters combat, urban and rural assault training operations, small unit tactics, low visibility operations and combat life save training.
- Be knowledgeable of a wide range of technologies/techniques for communication systems including, but not limited to HF SSB, HF ALE, FM, VHF-low, VHF-hi, UHF-line of sight, UHF-SATCOM, digital video/audio/image emplacement-collection-analysis, and Tactical Data Link (HHL-16/SADL).
- Knowledgeable of ATAK\WINTAK products and plug-ins that relate to the training being conducted.
- A TS security clearance.

Operations Research Analyst, Virtual Currency

The Operations Research Analyst, Virtual Currency supports the FBI Cyber Investigative Joint Task Force (CIJTF) Criminal Mission Center (CMC) to provide integrated cyber, financial, virtual asset/currency, and business analysis integrated with advanced analytics and data science to support national security, criminal, cyber and counterintelligence investigations, and operations.
- Analyze intelligence data to assist in the development of informational packages and actionable leads to cyber squads and the USIC for cyber, criminal, and national security operations.
- Conduct thorough forensic financial analysis of business and personal records and developing financial profiles of individuals or groups identified as participating in suspicious or illegal activity.
- Identify and trace funding sources and interrelated transactions.
- Perform data visualization and/or link analysis relating to financial crime investigations with a cyber nexus.
- Perform blockchain analytical work in support of multi-agency cyber, criminal, and national security matters and draft actionable reports on findings.
- Utilize a variety of commercial, open-source tools, and proprietary data sources, to collect, review, and analyze data with a focus on virtual currency and cyber areas.
- Assist with virtual currency, and other related investigations by utilizing publicly available information, financial investigative tools, open-source databases, commercial databases, proprietary contractor tools and data, and Government sources of information to identify investigative leads, and other investigative actions and communicate those findings to the NCIJTF and its partners.
- Assist with outreach to industry, and academia by supporting briefings and conferences CMC attends or provides.
- Assist the Government in following and/or tracking Centralized Reporting, Coordination, and Deconfliction as it relates to Cyber and Cyber-Enabled Crime Investigations.
- Assist CMC in collaborating with representatives from other Government and intelligence organizations to share information or coordinate intelligence activities.
- Identify potential opportunities for investigations as well as strategic and tactical operations.
- Validate known intelligence with data from other sources.
- Create CMC analytical capabilities designed to feed the processes of other units within the NCIJTF.
- Develop investigative guidance and best practices for cyber financial investigations. This includes the development of analytical methodologies, processes, and tradecraft for identifying cyber financial crimes.
- Develop mitigation strategies, investigative techniques, and viable forensic methods regarding detection and/or discovery of deception and fraud related to cyber financial intrusions.
- Compile draft findings and conclusions into financial investigative reports.
- Conduct targeted research and draft reports on findings in the virtual asset space.
- Create and deliver briefings to provide contextual analysis to U.S. Government agencies in support of the NCIJTF’s whole-of-Government approach to campaigns, investigations, and operations.
- Provide support in the preparation of search warrants/affidavits associated with financial analysis.
- Provide direct operational support in the virtual currency space through the tracing of value using open source, subscription based and internally developed tools and authoring and/or presenting on the tracing results.
- Provide presentations and briefings concerning current cyber, criminal, and national security threats as they relate to financial, or virtual currency matters.
- Study the assets of criminal suspects to determine the flow of money from or to targeted groups.
Required
- Bachelor’s Degree or higher with concentration on Finance, Intelligence, Investigative analytics, and Accounting
- Experience with virtual currency and blockchain technology, to include being proficient in the utilization of virtual currency analytical tools to support and develop investigations in which virtual currencies are being utilized.
- Minimum of three years of dedicated experience in
- Tracing virtual currency transactions in cyber, criminal and national security investigations.
- The analysis of transactions on blockchains associated with cyber, criminal and national security matters.
- Utilizing blockchain analytical tools, to include Chainalysis, CipherTrace, Coinbase Tracer, Elliptic or TRM Labs.
- Being certified or received training directly from the tool developer if certification is not offered, in at least one of the aforementioned blockchain analytical tools.
- Experience in reviewing and analyzing records provided by Virtual Asset Service Providers (VASPs) to identify investigative leads.
- Desired experience in planning/hosting virtual asset/virtual currency specific conferences.
- Experience in identifying and analyzing virtual asset transactions associated with peel chains, coin joins, chain hopping, asset swapping, Decentralized Finance (DeFi) and mixing platforms and services.
- Experience with in-depth knowledge of emerging payment systems, including digital, virtual, and cryptocurrencies.
- Experience in methodically writing up the tracing and analytical work conducted.
Preferred
- Experience with virtual currency and blockchain technology, to include being proficient in the utilization of virtual currency analytical tools to support and develop investigations in which virtual currencies are being utilized.
