SENIOR RISK MANAGEMENT ANALYST (SENIOR HUMAN RESOURCES ANALYST)

Our team seeks to work with enthusiastic individuals who will provide unique perspectives to finding innovative solutions to complex administrative and human resources issues. The Senior Risk Management Analyst position provides Risk Management professionals with the opportunity to plan and coordinate services related to health and safety, workers' compensation, and general liability in support of the City's goal to be the employer of choice and while providing supervision and coaching to assigned staff. This position is assigned to the Risk Management Division and works alongside several areas of Human Resources including labor relations, benefits, and position management. Projects and assignments will include overseeing the City's Workers' Compensation program and collaborating with the City's new third-party administrator, Athens.

Examples Of Essential Functions
The
Senior Risk Management Analyst typically performs the following essential functions:
- Plans, supervises, directs the work of staff including work assignment, employee selection, performance evaluations, employee development and disciplinary action.
- Researches issues, prepares statistics, and provides analysis and recommendations related to workers compensation claims and general liability claims and other risk management programs.
- Performs professional-level support and analysis in coordinating and performing functions of the City’s Risk Management programs including but not limited to workers’ compensation, claims management, certificate of insurance review, insurance and risk assessment, loss prevention, safety programs, department of transportation (DOT), employer pull notice (EPN) program, and related work as necessary.
- Researches and assesses claims related to the City's third-party administrator including tracking and recommending alternative solutions to claims.
- Conducts and assesses safety inspections, investigations and provides recommendations including following Occupational Safety and Health Act (OSHA) regulation requirements.
- Provides daily monitoring of workers' compensation claims and liability claims, including interaction with claimants and the claims team from the City’s Third-Party Administrator.
- Reviews and authorizes recommended case management strategies.
- Conducts periodic Interactive Process Meetings with employees to monitor their progress and their ability to return to work.
- Oversees claims management and Interacts with management personnel in various City departments regarding injured employees and modified duty programs.
- Administers disability retirement documents for processing to be submitted for further review and approval from CalPERS.
- Monitor workers' compensation claims for trends and potential workplace practice changes and reports such to management personnel.
- Coordinates workers' compensation temporary disability payments with Payroll and the City’s Third-Party Administrator.
- Report incidents to Cal/OSHA as required by law.
- Leads monthly meetings to review outstanding claims.
- Assists in the development of various Risk management programs including workers' compensation, safety, certificates of insurances, litigation, liability and subrogation, DMV and DOT.
- Assists with the development of Standard Operation Procedures.
- Performs related duties as assigned.
Other duties performed by the Senior Human Resources Analyst include:
- Performs a wide range of professional level responsibilities for any combination of assigned human resources program and services; anticipate and resolve highly complex human resources issues and projects with minimal direction.
- Coordinates large and complex projects and assignments; delegate tasks as needed to complete those projects, and follow-up with assigned staff to ensure they have the resources and training needed to complete the projects; ensure tasks are completed in a timely manner.
- Meets with agency and departmental representatives to review human resources needs and concerns: discuss staffing requirements and employee development goals.
- Conducts recruitments and administers selection processes. Develops innovative marketing and recruitment plans, including for hard-to-fill positions; analyzes job requirements and develops screening and testing methodologies. Conducts the more difficult recruitments for sensitive or high-level positions; resolves disputes regarding selection decisions.
- Assists with Human Resources Information Systems(HRIS); writes queries and reports; analyze current processes and recommends improvements; works with information technology staff to implement new and revise systems; coordinates development and implementation of new or updated systems.
- Recommends, develops and implements human resources policies and procedures; prepares memoranda of understanding and compensation and benefit profiles; interprets and explains policies and procedures to applicants, employees, managers, supervisors and designated personnel.
- Conduct and/or oversee investigations of complex grievances, discrimination complaints, allegations of misconduct and employee performance issues; make recommendations for appropriate actions; prepare required documentation and responses.
- Researches issues, prepares statistics, and provide analysis and recommendations related to equal employment opportunity, air quality compliance, labor relations, strategic initiatives and other human resources programs.
- Coordinates Citywide training programs with outside consultants and/or in-house instructors; conducts training of city staff on human resources related topics; and tracks training programs and activities.
- Analyzes and processes requests for leaves of absence, reasonable accommodation and disability retirement; conducts interactive process meetings; and coordinates and resolves complex issues regarding extended leaves and the integration of accrued leave, disability programs and workers’ compensation benefits.
- Administers employee benefit programs, including medical, dental, life, vision, flexible spending accounts, deferred compensation, disability insurance plans, and CalPERS Retirement plans; oversees and/or coordinates annual open enrollment for benefits; coordinates and implements health and wellness programs.
- Oversees, reviews and/or coordinates the processing and filing of new hire forms, personnel transaction forms, and the administration of personnel files.
Qualification Guidelines
Education
Bachelor's degree from an accredited college or university in Human Resources Management, Risk Management, Organizational Development, Public Administration, Business Administration, or a related field.
Experience
Four years of increasingly responsible professional experience in a variety of areas related to human resources administration or risk management.
License
A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
Desirable
Two (2) years of
recent supervisory level experience risk management or workers compensation. Master's Degree in Human Resources Management, Risk Management, Public Administration, Business Administration, or related field. Any risk management related certifications and/or previous work experience with a government agency is highly desirable.
