The National Institute of Building Sciences is an independent 501(c)(3) non-profit, non-governmental organization that supports advances in building science and technology. We were established by the U.S. Congress in the Housing and Community Development Act of 1974, Public Law 93-383. Congress recognized the need for an organization to serve as an interface between government and the private sector – one that serves as a resource to those who plan, design, procure, construct, use, operate, maintain, renovate, and retire physical facilities.
We bring together experts from throughout the building industry, design, architecture, construction, and government. We lead conversations to ensure our buildings and communities remain safe, and we work to seek consensus solutions to mutual problems of concern.
SUMMARY
The Chief Technology Officer (CTO) is responsible for setting and executing the company’s technology strategy to directly implement as well as broadly support business growth, operational excellence, and public interest impact. This role leads the development, implementation, and maintenance of innovative technology products, platforms, and solutions, ensuring security, scalability, and efficiency as well as high value, high quality client experiences. The CTO works closely with executive and senior leadership to align technology with organizational goals and drive digital transformation as well as overall growth.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Technology Strategy & Leadership
• Develop and execute a comprehensive technology roadmap and growth plan aligned with business objectives, internal requirements, and client needs.
• Identify and implement emerging technologies that serve the public interest and enhance the company’s and our client’s competitive edge.
• Lead strategic planning and action for digital transformation and innovation initiatives.
• Engage within a matrixed client delivery environment to support Federal clients and partners while growing State, local, and commercial clients and partners.
Product & System Development
• Oversee software development, system architecture, and technology infrastructure.
• Ensure best practices in coding, cybersecurity, and system scalability.
• Lead research and development efforts for new products and services.
• Engage with clients and stakeholders to move forward our roadmap and growth plans.
IT Infrastructure & Security
• Efficiently grow and manage technology infrastructure to ensure high availability, security, and efficiency.
• Oversee cybersecurity initiatives, data privacy compliance, and risk management.
• Drive cloud migration, automation, and system optimization efforts.
Team Leadership & Development
• Recruit, mentor, lead, and retain a high-performing technology team.
• Foster a culture of collaboration, continuous learning, and innovation.
Stakeholder & Vendor Management
• Collaborate with executives to integrate technology into business strategy.
• Manage vendor relationships, technology partnerships, and third-party services.
• Communicate complex technical concepts to non-technical stakeholders.
Budget & Risk Management
• Develop and oversee the technology budget, ensuring cost-effective solutions.
• Assess and mitigate technology risks, ensuring compliance with industry regulations.
• Optimize IT operations to enhance efficiency and reduce costs.
SUPERVISORY RESPONSIBILITIES: This position has three direct reports.
QUALIFICATIONS

• Expertise in software development methodologies, including Agile and DevOps.
• Strong knowledge of cloud platforms (AWS, Azure, Google Cloud).

• Excellent leadership, communication, and strategic planning abilities.
• Ability to manage multiple projects and adapt to fast-changing technology trends.
• A security clearance is required and the organization will sponsor the successful candidate.
EDUCATION and/or EXPERIENCE
• Bachelor’s degree in Computer Science, Engineering, Information Technology, or a related field. A master’s degree or MBA is a plus.
• Minimum of 10 years of experience in technology leadership roles, including experience as a CTO, VP of Technology, MD Technology Consulting, or similar position.
• Proven track record in software development, IT infrastructure, and cybersecurity.
• Experience with cloud computing, AI, blockchain, big data, and emerging technologies.
