GENERAL PURPOSE
This position performs technical expertise to implement, maintain, and support city wide information technology systems. This position serves as the systems administrator for the entire city; performs complex computer systems analysis; performs desktop, peripheral, and application support for the entire city, and assists city staff with hardware, software, and network problems. Works with minimum supervision, typically regarding matters requiring greater technical expertise. The work involves performing a variety of complex tasks, and requires independent judgment, discretion, and due diligence in the performance of job duties and responsibilities, as well as sound interpretation of local, state, and federal policies and regulations. Perform administrative functions associated with managing users and devices; participates in the procurement process of hardware and software; maintaining computer related asset records. Assist in network and server troubleshooting and problem resolution with our third-party IT - Network Administrator. Must provide excellent customer service, resolve problems in a timely manner, communicate effectively, and be a positive contributor to the City. Position is considered “essential personnel” which requires being on duty to respond during emergency situations including but not limited to natural and/or man-made disasters.
SUPERVISION RECEIVED
Works under the general direction of the City Manager or designee.
SUPERVISION EXERCISED
This position does not have any direct reports but may serve in a lead capacity on assigned projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Installs, configures, and troubleshoots computer hardware, software applications, and other City related technologies.
· Develops, maintains, manages, and updates server software.
· Develops, maintains, manages, and updates procedures for all server and application backups.
· Provides support and development for server-based applications used throughout the City.
· Develops, maintains, manages, and updates the City’s Microsoft services.
· Administers and manages antivirus solution.
· Performs maintenance, administration, and support of the city’s email systems.
· Monitors, plans, and coordinates the distribution of client/server software and service packs.
· Preserves confidentiality of any sensitive information.
· Evaluates new technology, assesses compatibility with existing equipment and operating systems, and recommends purchase options and integration strategies.
· Provides excellent customer service by responding to the needs and inquiries of users; solving problems, explaining issues, deploying solutions, and following up with users to assure the functionality of the users’ systems.
· Approves changes in system access.
· Must be able to communicate effectively in the description and resolution of associated problems.
· Must be able to function effectively as CAD/RMS Application Administrator and become certified on the licensed program within one year. Must observe the operation, security, and data-control procedures set forth in the user's manual included with the CAD/RMS system.
· Maintain system security policies and procedures.
· Maintain a detailed system administration log to document major changes and/or events.

PERIPHERAL DUTIES
· Represents the City at various conferences and meetings.
· Attends professional development workshops and conferences. Travels to various destinations in and out of the city.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
· Bachelor’s Degree in Computer Science, Information Technology, or a closely related field
AND five (5) years of technical support and systems administration which includes two (2) years of IT project management experience; OR
· an equivalent combination of education, training, and experience.
· Ability to pass a background check and maintain Criminal Justice Information Systems (CJIS) certification.
Knowledge, Skills and Abilities:
· Knowledge of the Microsoft Office Suite Software.
· Computer networking, software, hardware, backup systems, and VoIP phone systems.
· Server infrastructures.
· Project management practices and methods.

Requires frequent use of personal computer, including word processing and spreadsheet programs; calculator, telephone, copy machine and fax machine.

· Work is performed at various City facilities.
· Work environment is primarily an office setting, where noise and temperature levels are moderate.
· The duties of this job may include physical activities such as balancing, stooping, kneeling, crouching, standing, walking, grasping, hearing/listening, seeing/observing, and performing repetitive motions.
· May be required to operate a vehicle, climb ladders, operate small power tools, and lift object weighing up to 35 pounds.
