The City of Phoenix Law Department is comprised of two sections, the City Attorney's Office, which handles representing the City in civil matters, and the City Prosecutor's Office, which handles the prosecution of misdemeanor crimes committed in Phoenix. Assistant City Attorneys in the Civil Division of the Law Department work in one of six areas: Public Safety, Litigation, Transportation, Human Resources, City Services, and Community Development.
The Chief Counsel is a member of the executive management team of the Law Department and is responsible for assisting with the operation of the Civil Division. The Chief Counsel manages approximately 15 attorneys encompassing two to six separate practice sections which may include Transportation, City Services, Litigation, Public Safety, Human Resources, and Community Services. The Chief Counsel may be involved in planning, organizing, directing or implementing civil litigation activities and giving written and oral advice to the Mayor, City Council, City Manager, other City officials, and department heads. The Chief Counsel also assists with processing and oversight of the Council agenda and ordinance processes. The position is also responsible for developing alternative legal and administrative solutions to persistent problems and new challenges.
Telework hybrid work options available: This position is eligible for remote work, implemented at the discretion of the City Attorney. The Chief Counsel is expected to meet the needs of their clients and the Department, including any court obligations, city council or city management meetings, or other in-office obligations.
IDEAL CANDIDATE
- Extensive experience as a practicing civil attorney which includes experience in the practice of municipal law.
SALARY
Pay Range: $161,304.00 - $209,705.60 annually.
Hiring Range:$161,304.00 - $190,632.00 annually.
Pay Range Explanation:
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $6,000/annual car allowance and $1,440/annual cell phone allowance.

Pension Information
MINIMUM QUALIFICATIONS
- Four years of experience as a practicing civil attorney,
- Including two years of experience in the practice of municipal law (or two years as an Assistant City Attorney III);
- Graduation from an accredited school of law.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Ten years of experience as a practicing civil attorney;
- A minimum of 4 years supervisory experience;
- four years experience in handling or supervising risk/litigation matters.
