Description"This position performs complex engineering tasks and projects and directs the work of others to provide design, specification, and management of engineering and construction projects and the completion of engineering reports for the following functional areas: technical services, engineering, pipeline safety and facilities planning. Responsibilities include applying prescribed methods and standard practices in performing specific engineering assignments. Technical Services Engineers provide technical input to engineering and operations to support the development, operation and maintenance of compression and measurement facilities and establish compressor and meter station design and construction standards. Typical duties include: performs optimization, troubleshooting and feasibility studies; assists with facility and ancillary equipment additions, upgrades, replacements and repairs; participates in scheduling, scope, and execution of semi-annual maintenance activities on the compression fleet; assists in preparing the gas turbine overhaul long range plan. Leads and manages small compression and measurement facility projects and operational initiatives on schedule, within budget and in a safe and environmentally-sound manner. Engineering Engineers will perform traditional tasks including facility design, equipment and material specification, cost estimating, alternative analysis, problem solving and performance evaluation/improvement. Engineers will manage projects involving the construction of new facilities, replacement of obsolete facilities, alteration or repair of existing facilities, or the performance of complex operational activities, by managing all, or a portion of the project scope, schedule, and cost. Engineers serve in the capacity of a subject matter expert in the development and maintenance of specifications, standards and procedures. Engineers provide technical assistance to support the integrity and risk management programs and the capital and expense budgeting process. Facilities Planning Engineers provide natural gas hydraulic modeling solutions using pipeline simulation software to determine system capacity and support the development, cost estimation, operation, and maintenance of Kern River's gas transmission facilities. This position supports Kern River's regulatory and commercial departments regarding system design and capacity, FERC filings, rate case issues, transportation contracts and fuel forecasting. Pipeline Safety Engineers provide pipeline safety expertise and recommendations to engineering, field teams, gas control and management to assure compliance with federal pipeline safety regulations, serves as a company representative in Department of Transportation and Pipeline & Hazardous Materials Safety Administration regulation facility inspections. This position participates in the development and maintenance of company operation and maintenance procedures, operator qualification standards and integrity management plans. "
ResponsibilitiesProvides engineering services for the planning, design, operation and maintenance of Kern River's transmission facilities. Leads project, functional and ad hoc teams to ensure projects are completed within budget, on schedule and provide safe, reliable and efficient facilities. Represents management in coordination of activities and communication of technical policies and procedures. Provides project management and technical support for projects or certain phases of projects including schedules, designs, estimates, engineering specifications, policies and procedures, drawings, materials procurement, contracts, cost tracking and project cost projections. Coordinates the development of goals and work plans, defines responsibilities and assigns resources, then assures work performance with respect to project and business objectives. Directs the work of internal/external resources to ensure that quality and quantity of work are met. Communicates with internal and external business partners to determine needs and measure satisfaction, understand current status, emphasize priorities, and obtain technical advice. Conducts or contributes to engineering studies and investigations and recommends improvements to engineering processes. Communicates results in oral and written reports. Develops, revises and implements company standards and specifications, policies and procedures. Provides system optimization recommendations, general troubleshooting of existing facilities and feasibility studies to enhance the system. Researches and analyzes data such as customer design proposals, specifications, codes and regulations, and manuals to determine feasibility of design, fitness for service and/or appropriate application. Verifies that work products conform to applicable codes, standards, specifications and requirements of internal/external business partners. May participate in emergency response during any pipeline emergency to provide technical expertise in area of proficiency and ensure effective business resumption. Coaches/mentors employees on technical development, assignments and/or projects in areas of proficiency. Provides engineering assistance to other departments and performs any additional tasks as requested or assigned.
QualificationsThis is a multi-level job posting. A bachelor's degree in engineering and engineer-in-training (EIT)/fundamentals of engineering (FE) or equivalent certification and at least three to ten years of relevant experience. Highly effective oral and written communication skills. Advanced analytical and problem-solving skills. Project management skills and the ability to prioritize and manage multiple tasks and/or projects concurrently, including projects or tasks of major scope or complexity. Expert understanding and use of specialized analytical programs, such as stress analysis, hydraulic models, failure analysis and sizing tools, as well as proficiency with desktop programs (Microsoft Excel, Microsoft Word, and Microsoft Outlook). Experience with Emerson ROC800-Series Remote Operations Controllers, sulfur, moisture, oxygen analyzers, ultrasonic or Coriolis meters is a plus. The ability to read and understand P & IDs and wiring diagrams is preferred. Valid driver's license and ability to travel to remote locations, including out-of-area travel.
