GENERAL PURPOSE:
The Network Engineer is responsible for the implementation, design, and maintenance of the networking systems to maintain connectivity for the Center and partner agencies as well as provide assistance, and guidance to all departments ensuring the Center operates and maintains its presence and uptime to provide emergency services.
ESSENTIAL JOB FUNCTIONS:
- Manage, maintain, monitor, test, and troubleshoot the Center’s networking infrastructure including routers, proxy servers, switches, and WAN accelerators.
- Manage security solutions, such as firewalls, endpoint management, and intrusion detection systems.
- Perform network design and capacity planning to implement network solutions that improve efficiency.
- Plan, execute, and verify redundancy, system recovery procedures, and business continuity.
- Troubleshoot, resolve, and conduct high-level root-cause analysis of support issues and service interruptions.
- Maintain inventory and configuration management of networking components.
- Create, refine, and manage documentation regarding physical and logical infrastructure.
- Implement and enforce all cyber security policies and procedures.
- Understand and abide by current Criminal Justice Information Services (CJIS) security policy as it relates to network security and CJIS data.
- Assists in other areas within the Technical Department and Facilities as needed, maintain understanding of various areas with the department and participate in a 24/7 on-call rotation.
- Performs related work, special projects or other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge in cable management, port management, physical connections, OSI, packet inspection.
- Knowledge and ability to apply troubleshooting techniques.
- Knowledge and understanding of cybersecurity.
- Knowledge in VOIP, TCP/IP fundamentals, subnetting, PowerShell scripting, and CLI.
- Proficient in routing protocols such as Border Gateway Protocol (BGP) and Multi-Protocol Label Switching (MPLS).
- Knowledge of networking best practices and standards for configuration and troubleshooting.
- Knowledge of cybersecurity frameworks such as NIST.
- Knowledge and understanding of virtualization using such as VMWare and vCenter.
- Skilled in identifying and accessing management technology including single sign on (SSO) and multi-factor authentication (MFA) using various identity providers (IdP).
- Skilled in Cloud architecture and management.
- Skilled in M365.
- Skilled with enterprise backup, disaster recovery, and business continuity as it pertains to networking and security.
- Skilled in networking, routing, switching, wireless networking, LAN, WAN, VPN/IPSec/SSL.
- Skilled in network design and architecture, management and implementation of physical and logical equipment or configurations.
- Self-motivated, able to perform tasks, and make decisions with minimal supervision.
- Strong interpersonal, verbal, and written communication skills.
- Ability to respond to crisis situations in a methodical way and to prioritize tasks effectively.
- Ability to communicate with technical and non-technical employees.

REQUIRED EDUCATION AND EXPERIENCE:
- Four (4) years of experience in network engineering and administration.
OR;
- An equivalent combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed.
PREFERRED EDUCATION AND EXPERIENCE:
- Bachelor’s degree in electrical engineering, computer engineering, computer science, or related field.
LICENSES AND CERTIFICATION:
- ACCESS certification within 30 days.
- Washington State driver’s license
- Cisco Certified Network Professional (CCNP)

Work is performed in a typical office environment, which includes a technical workstation, a computer room with a controlled environment, as well as working with internal and external customers onsite.
