Job Description:
The ITS - Network Admin / Information Security Officer is a full time position located at the Maryland Coordination and Analysis Center and supports over 30 public safety and intelligence personnel in support of Maryland’s State Fusion Center (Maryland Coordination and Analysis Center (MCAC). The position reports to the Information Technology Program Director. The position serves to ensure sensitive information, systems, and networks are protected from unauthorized access. The position works closely all other IT staff to manage the MCAC’s security systems, develop policies and procedures, and implement security measures that adhere to industry standards and regulations. The position is responsible for conducting risk assessments, identify potential threats, and mitigating risks to minimize the impact of security incidents. The position is responsible for staying up-to-date with the latest threats and security trends, and educate employees on best security practices. The position also serves to support the Director in managing the day to day security, operations, and technical health of all supported software, networks, desktops, and systems operating in the Fusion Center. The position is responsible, as directed, to participate in internal IT related meetings, provide relevant IT Related training to users, and to assist in the evaluation of third-party application evaluations. The position supports all processes related to analytical functions including research, analysis and reporting on criminal vulnerabilities, risks, and threats the State of Maryland and the Mid-Atlantic region.
Responsibilities:
Network Administration:
Proactively monitors all existing production systems, servers, and infrastructure, networking and desktop systems including web performance, network availability, and security.
Assist with Servers, LAN/WAN technologies, computer repair/troubleshooting software, networks, virus protection, Wi-Fi technology, and more. Install, test, and monitor servers, firewalls and new software. Position will evaluate the needs of the MCAC for any computing technology and recommend purchases and upgrades.
Connect all required technology to the network with secure protocols.
Launch updates in a minimally disruptive way.
Assign profiles to users with access and permissions to different functions and systems
Develop educational materials to ensure that users understand connection procedures, security protocols, and other information.
Oversee the network performance using analytical data to find potential problems.
Look for upgrades or changes that can improve the network to boost the productivity and efficiency of a business.
Maintain information security for sensitive data.
Information Security Officer
The Information Security Officer (ISO) is responsible for developing and maintaining the organization's information security program.
The ISO works with other members of the senior management team to ensure that information security is incorporated into all aspects of the business.
The ISO is responsible for identifying and managing risks to the confidentiality, integrity, and availability of information assets.
The ISO develops and implements policies, procedures, and controls to protect information assets from unauthorized access, use, or disclosure.
The ISO monitors compliance with information security policies and procedures and takes corrective action as necessary.
The ISO keeps abreast of new threats to information security and updates the organization's security program accordingly. Working with all business units to determine possible risks and risk management processes.
Advising business development planning to ensure the MCAC acquires the correct technology.
Analyzing IT security threats in real-time and mitigating these threats.
Ensuring that newly-acquired technology complies with the IT security regulations.
Advising, planning, designing, and implementing an IT and network strategy for the agency.
Advising and performing continuous maintenance of the IT network to ensuring optimum security levels are maintained.
Sourcing the necessary hardware and software to implement the IT strategy, and negotiating contracts.
Ensuring that no internal breaches or misuse of data take place.
Determining the cause of internal and external data breaches and instituting appropriate corrective action.
Present regular feedback reports on IT network security to MCAC Executives and the Executive Committee.
IT Strategy and Support:
Supports the development of short-term, mid-term, and long-term Information and Communications Technology maintenance, sustainment, and expansion strategies.
Contributes to continuity of operations planning as it relates to information communication technology services needed during onsite of offsite activities and crisis.
Evaluates and implements onsite and offsite backups and operations capabilities.
Assists in the development five year strategic plan for ICT needs and assists in developing budgetary requirements to sustain, maintain, and expand ICT capabilities. Assist with the design, implementation, and ongoing support of new software and features.
Assists the in inventory controls and management processes.
Supports the director in making ICT related purchases which include evaluating needs, identifying products, identifying funding, administering procurement processing to the host agency, receiving equipment and implements inventory accountability procedures.
Services requests for issues that could lead to a potential outage or degradation of services.
Develops and manages all information management systems including the agency website, Internal SharePoint and other data management systems.
Diagnoses, maintains, repairs and services computer peripherals including monitors, desktops, printers, modems and other equipment. Supports and assists detectives and prosecutors directly in the compilation and analysis of case specific information in order to more effectively reach law enforcement objectives.
Provide helpdesk support for network/computer issues as well as by phone, remote access or site visits as needed. Set-up equipment for new users.
Participate in Continuing Education, and participate and/or lead Information Technology and security training:
Required Education: Baccalaureate degree in computer science, information technology, or cybersecurity
Required Experience: Five years’ experience supporting information security and developing and managing a network/databases/personal computers for an organization.
Preferred Education: A Master’s degree or higher in computer science, information technology, or cybersecurity .
Preferred Experience: 10 years of experience in the field of information security and technology and five years’ experience developing and managing a network, databases, and personal computer for an organization.
Required Knowledge, Skills and Abilities
Considerable experience in the operation and application of enterprise level information management systems using SQL as the backend.
SharePoint, WordPress and other website management and design applications.
Proficiency with database programming languages such as SQL, R or Python and proficiency with front end design languages such as HTML, CSS, JavaScript, etc.
Ability to rapidly reach efficient and effective operation of new technologies
Strong interpersonal relationship skills to interact effectively with vendors, stakeholders, and team members at all organizational levels
Analytical and problem-solving skills to handle any issues that occur during the project lifecycle
Demonstrated interest in IT troubleshooting, providing a better solution, and self-improvement.
Previous experience as a help desk technician, computer technician, network technician, Information Security Officer, database manager or IT support.
Possess CISSP, CCNA, or CCNP, GIAC, CompTIA A+, Network+, or MCP certifications are a plus.
Able to install, operate, administer, and maintain information processing systems, peripheral equipment, and associated auxiliary devices. Should be familiar with installing, configuring and operating Network security, backup and hardware configurations for Microsoft and Linux bases systems. Familiar with interfacing with external LAN/WAN devices.
Able to troubleshoot automation equipment and systems to a degree required for isolation of malfunctions to specific hardware or software and then restore equipment to operation.
Able to draft associated technical documentation for reference and maintenance purposes of various technology tools and systems.
Able to conduct quality assurance of Automated Data Processing Equipment (ADPE) operations and equipment.
Knowledgeable of, and able to, ensure compliance with applicable state and federal directives governing Network and System security and physical security.
Demonstrated proficiency with Microsoft Office Products, to include, but not limited to: Word, Access, Excel, and PowerPoint.
Experience working with federal, state and local law enforcement databases.
Displays commitment to continuous professional development and education.
Prior public safety information technology support experience.
Participate in and/or lead conference sessions related to Fusion Center Information Technology programs and operations.
Professional security management certification are a plus.
Knowledge of common information security management frameworks, such as ISO/IEC 27001, and NIST.
Excellent written and verbal communication skills and high level of personal integrity
Innovative thinking with an ability to lead and motivate cross-functional, interdisciplinary teams
Experience in Agile (scaled) software development or other best in class development practices are a plus.
Experience with computing across virtualized environments.
Understanding of scripting and source code programming languages, such as C#, C++, .NET, and Java.
Knowledge of information security management frameworks, such as ISO/IEC 27001 and NIST.
Understanding of current legislation and regulations relevant to organization.
Good project management skills.
Should have a thorough understanding of risks posed by attacks, as well as what countermeasures can be put in place to address them.
Comprehend the risks of various security threats, as well as the best way to address them.
Able to lead Networking and Information Technology security projects and provide reports and briefings to MCAC executives and the MCAC executive board.
Employee may be required to work outside of normal duty hours including weekends and holidays or on call during outages, upgrades, significant or special events and during crises or high-level investigations related to terrorism and criminal activities.
Due to the nature of the work, applicant will be required to pass criminal background check and obtain a government-issued Security Clearance.
