Responsibilities
• Prepare, review, and negotiate contracts for materials and professional services.
• Assist with cost proposals and Request for Proposal (RFP) requirements.
• Prepare proposal packages for prospective vendors and evaluate responses.
• Analyze bids and proposals and ensure that the specifications of binding agreements with vendors comply with Company policies.
• Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness.
• Develop and implement procedures for contract management and administration in compliance with Company policy.
• Maintain contractual records and documentation such as contractual changes, vendor information sheets and documentation for all projects. Oversee and execute contract close-outs, extensions, and renewals. -Monitor, analyze and report on expenditures, variances and trends on IT’s contracts and inter-agency agreements.
• Monitor performance, funding, and payments on assigned contracts. - Prepare, issue, and monitor purchase orders for all IT vendors.
Qualifications
The successful candidate should possess the following:
• Excellent interpersonal, communications, presentation, and superior writing skills; knowledge of the IT systems development life cycle; familiarity with IT project management and quality assurance methodologies.
• Knowledge of City procurement rules and procedures including the Procurement Policy Board Rules; understanding of business contracts; familiarity with NYC agency operations and oversight functions; previous experience in a municipal environment; experience in contract administration, financial management or procurement; experience with information technology and professional services contracts.
• Exceptional knowledge and proficient use of Microsoft Office programs such as Excel, Access, Word, PowerPoint, Visio, and Project Management software; outstanding team building and customer service skills; organized, flexible and the ability to handle multiple tasks simultaneously under tight deadlines.
• Ability to make decisions independently.
