PositionTitle: Process Engineer for MobileArchitecture, Design, and Platform Team
PositionDescription
This is a position as a process engineer supporting alllines of service within the Commonwealth of PA’s Office of Administration –Office of Information Technology Bureau of Solutions Management (OA-OIT BSM)that are related to delivery of mobile solutions. The selected candidate willwork with the enterprise architect, agency’s development teams, programdelivery areas, and business partners to develop, document, communicate, andsupport lines of service, delivery of products and functionality, define Azuredesign patterns, and support holistic and dependable delivery of mobile solutionsfor all teams that build mobile applications within OA-OIT BSM. The subjectareas will include reviews and updates to all mobile platforms within OA-OITBSM’s platform. Based on iterative evaluations, the selected candidate willdevelop designs, proposals, prototypes, and other artifacts to support theenterprise vision and implement the strategy plan for the enterprise mobileplatform to meet existing and future needs. Architecture will define efficientfunctionality delivery, data reliability, and engaging customer experiences.
Specific Duties
All work products would meetindustry, Java, and Azure, best practices and standards and as further definedby the Commonwealth of PA’s Office of Administration – Office of InformationTechnology and the Enterprise Architecture and Service Management (EASM) team. Theenterprise’s mobile domain includes applications hosted on a standardizedplatform of Azure Cloud. Some work may leverage JBoss virtual servertechnology. Most of the mobile applications are iOS custom apps with a minorityof android custom apps being delivered and supported. Enterprise devices forbusiness areas are iOS iPads and iPhones, but there has been some increase inthe provisioning of android phones. All applications that are advertised foruse are business partner facing, they are not for citizen use. This positionwill be responsible for documenting and communicating the vision that the teamdevelops to support current configurations and future opportunities into otherservice options such as citizen facing or more android native developmentopportunities.
This position will be responsiblefor developing, documenting, and communicating the technological health of theOA-OIT BSM mobile platforms and will support all mobile platform developers,consumers, and support personnel, specifically in providing excellent customerservice. The candidate will work closely with the enterprise architect and theservice delivery team to define service delivery and processes, conducttesting, implement service monitoring, complete risk assessments, and implementcustomer service communications for the team. Work will include developingdigital artifacts to support communication to disparate development teams.Documentation will include strategy and roadmaps, design plans, hosting patternand implementation documents, system to system integration patterns, guides forreusable coding and enterprise frameworks, configuration standards, loggingrequirements, SDLC and CI-CD process maps, testing guidance, implementation andsupport plans, and educational resources to support new technologies andtechniques.
Additionalactivities to support this work includes analyzing and documenting pendingoperating systems upgrade schedules, impacts of technology stack updates tocurrent application inventory, documenting the team’s updated or new featuresets, and participating in technology review and planning teams, such as EASMspecifically in hosting requirements and solutions. This position will supportthe maintenance and support of enterprise common framework libraries andenterprise shared components that are delivered to other OA-OIT BSM teams toimplement into product solutions via testing, service monitoring, and riskassessments.
This position isresponsible for communicating constraints including, risks, time, resources,and scope to BSM management as it impacts delivery of work products or deliveryof a stable mobile platform.
The ideal candidate would haveexperience in DevSecOps practices with a focus on reduced total cost ofownership and ease of use. Key deliverables will be solutions that meetcustomer requirements for security, accessibility, and functionality.
- Conduct research to develop new and improvedprocesses for delivery of services
- Communicate and support integration andimplementation patterns and procedures for teams leveraging mobile platformswithin the enterprise
- Design and plan workflow processes for efficientand excellent customer service delivery
- Conduct testing on the enterprise’s mobileplatform solutions
- Monitor performance metrics and services usingautomation and manual processes to ensure operational excellence for the enterprise’smobile domain
- Troubleshoot problems associated with mobileprocesses as they exist in the enterprise’s mobile domain
- Evaluate processes and technology to ensurecompliance with industry standards, OA-OIT IT Policy, and EASM standards
- Provide estimates in effort and services coststo support the enterprise mobile domain
- Develop and support technology upgrades andregular support roadmaps for the enterprise’s mobile domain
- Conduct training, provide incident response, andoffer guidance to a wide range of mobile customers including other developmentteams, infrastructure engineers, and mobile app users
- Review and recommend technical frameworks,technologies, and implementation patterns as defined by EASM Standards
- Develop and participate in creating detailed projectdocumentation, including plans, design specifications, roadmaps, models, andtechnical interfaces
- Collaborate with other technical teams to defineand support successful delivery of services and solutions
- Utilize configuration management tools, designtools, debugging tools, and any other environment specific tools necessary tocreate, test, and implement enterprise systems, applications, and components
- Supportenterprise product deployment and enterprise product validation activities
- Collaboratewith the enterprise architect to maintain a standard SDLC process for allOA-OIT BSM mobile development teams
- MentorOA-OIT team members on agency specific and industry best practices forprocesses and standards
