JD Director, Program Management
Work Location: Tallahassee, Florida.
Education:
Bachelor’s or master’s degree in Data Science, Environmental Science, Information Science, or other Information Technology major, or equivalent work experience.
Required Tasks to be performed:
Data Strategy and Leadership: Revitalize and implement a comprehensive D&A strategy that aligns with the department's mission and strategic objectives, driving innovation, efficiency, and effectiveness in D&A utilization.
Data Governance: Establish and enforce data governance policies, standards, and procedures to ensure the integrity, quality, privacy, and security of data assets, in compliance with regulatory requirements and industry best practices.
Data Architecture and Infrastructure: Oversee the design, development, and optimization of scalable data architectures and infrastructure to support the collection, storage, integration, and analysis of data assets from diverse sources.
Data Analytics and Insights: Lead the development and deployment of advanced analytics and data science capabilities to derive actionable insights from data assets, informing decision-making processes and enabling continuous improvement in environmental conservation and restoration efforts.
Data Literacy: Own the data literacy program by advocating for training among stakeholders, choosing and developing relevant curricula for the various data roles in the agency, and leading training sessions as needed.
Stakeholder Engagement: Collaborate with internal and external stakeholders, including senior leadership, program managers, scientists, policymakers, and external partners, to understand data needs, prioritize initiatives, and promote data-driven decision-making throughout the organization.
Talent Development, Skills, and Career Development: Lead a high-performing D&A team, fostering a culture of collaboration, innovation, and excellence in D&A, and providing guidance, mentorship, and professional development opportunities to team members.
Technology Evaluation and Innovation: Coordinate with Data Architect on evaluating emerging technologies, tools, and platforms in data management, analytics, and visualization, and identify opportunities for innovation and optimization to enhance the department's data capabilities and outcomes.
Performance Measurement and Reporting: Establish key performance indicators (KPIs) and metrics to monitor and evaluate the effectiveness of data initiatives and investments, and prepare regular reports and presentations for senior leadership and stakeholders.
Leadership and Mentorship: Provide leadership, guidance, and mentorship to junior staff members and colleagues, fostering a culture of continuous learning, innovation, and excellence in D&A practices.
Required Knowledge, Skills & Abilities (KSAs):
10-15 years’ experience in data management, metadata management, data governance, or information management.
Proven experience in senior leadership roles overseeing data management, analytics, and governance initiatives, preferably in a large and complex organization. (Proficiency level – 5)
Broad understanding of data governance principles, data architecture, data analytics, and emerging technologies in data management and analytics. (Proficiency level – 5)
Excellent leadership, communication, and interpersonal skills (Proficiency level – 5)
Ability to influence and inspire cross-functional teams and stakeholders at all levels of the organization through storytelling, teamwork, and collaboration. (Proficiency level – 5)

Preferred Knowledge, Skills & Abilities (KSAs):
Experience in data management, metadata management, data governance, or information management in a scientific, governmental, or environmental context.
Strong understanding of environmental science concepts, regulations, and challenges.
Familiarity with water quality, air quality, waste management, land conservation, or public recreation data.
Strong emotional intelligence skills.
Experience with facilitation to elicit ideas from others, understand their issues, and encourage group participation.
