Job Summary
The Chief Technology Officer (CTO) will oversee engineering and architecture practices within North America, providing technology leadership to drive transformation work and optimize systems and technologies. The CTO will be part of the IT Executive leadership team, collaborating with heads of engineering, data, architecture, infrastructure, security, and enterprise applications. This role is crucial for making the right decisions and setting the right direction for transformation work, ensuring that systems and technologies run optimally.

his is a hybrid position and can be based out of Raleigh, NC, Jersey City, NJ, or Hartford, CT. Raleigh or Jersey City are preferred. In-office expectation is 2 days per week (Tues & Thurs). Approximate travel is ~2 weeks per month.
Key Responsibilities
- Collaborates with other members of IT Leadership and Management, both within Arch Insurance N.A. (AINA) and in other parts of Arch, to ensure the appropriate use of technology and update standards and governance as necessary.
- Meets with various stakeholders in the business as well as IT to understand and capture business needs that can be addressed with IT systems. Acts as a visionary to proactively assist in defining direction for IT projects.
- Establishes and maintains understanding of long-term company strategy and oversees design, development and implementation of high-level systems architecture that will enable the company to meet the changing industry/competitive demands.
- Develop, implement and maintain enterprise architecture standards that drive business capabilities and optimization to create efficiency, quality and agility
- Identifies opportunities for improvement in current overall architecture and that of individual systems. Identifies costs savings and evaluates options based on business strategy alignment.
- Manages the effort to collect and maintain current and future state enterprise architecture models. Develops comprehensive technology recommendations and presents to executive management.
- Leads the Enterprise Architecture (EA) and standards committee. Represents AINA on the Corporate EA committee
- Participates in IT Steering Committee meeting with senior leadership.
- Provides guidance to the business in their evaluation, selection, and deployment of technology as needed.
- Responsible for the development and maintenance of the technology roadmap for the IT organization.
- Reviews product team architectural designs to ensure consistency & alignment with defined target architecture and adherence to established architecture standards. Active management and monitoring of AINA tech debt to set targets and reduce over time.
- Responsible for the Infrastructure and Operations functions for AINA on a day to day basis
- Collaborates closely with IT and Infrastructure service providers to ensure adequate Infrastructure services are in place.
- Fosters a culture of creativity, agility, and continuous improvements. Motivates and develops team members.
- Ensures the adequate staffing levels of are maintained and resources have the subject matter expertise needed to deliver services.
Qualifications
Experience & Skills
- 15+ years in software development, architecture, or technology leadership roles, with at least 10 years in a senior or lead architecture position within the insurance or financial services industry.
- Strong strategic thinking and the ability to translate business objectives into effective technology strategies.
- Excellent leadership and team management skills, with the ability to inspire and develop high-performing technology teams.
- Extensive knowledge of Agile software development methodologies in a Product-Oriented model.
- Experience driving IT operations transformation initiatives to scale efficiency of the delivery teams.
- Proven track record of successfully leading large-scale technology projects, delivering results on time and within budget.
- Strong analytical and problem-solving skills, with the ability to leverage data and insights for informed decision-making.
- Strong experience with insurance-specific systems and platforms, such as policy administration, claims management, underwriting, and billing.
- Proven track record of implementing cloud-based solutions in complex, highly regulated environments.
- Expertise in cloud infrastructure, microservices and event-driven architecture (AWS, Azure, or GCP).
- Deep knowledge of API design, security protocols, and data governance, including familiarity with insurance-specific standards (e.g., ACORD); Boomi and Azure Event Hub experience a plus.
- Proficiency with programming languages (e.g., Java, Python, C#) and modern frameworks.
- Solid understanding of data architecture, including SQL, NoSQL databases, data lakes, and analytics platforms.
Education
- Bachelor’s or Master’s degree in Computer Science, Engineering, or a related field.
- Certifications in cloud platforms (AWS, Azure, GCP), enterprise architecture frameworks (TOGAF, Zachman), or insurance certifications (e.g., CPCU, AIC) are advantageous.
For individuals assigned or hired to work in the location(s) indicated below, the base salary range is provided. Range is as of the time of posting. Position is incentive eligible.
For Hartford, CT: $210,000 - $283,500/year
For Jersey City, NJ: $233,500 - $315,000/year
- Total individual compensation (base salary, short & long-term incentives) offered will take into account a number of factors including but not limited to geographic location, scope & responsibilities of the role, qualifications, talent availability & specialization as well as business needs. The above pay range may be modified in the future.
