About us Kern Health Systems (KHS) is dedicated to improving the health status of our members through an integrated managed health care delivery system.
Reporting to the CEO, the Chief Information Officer (CIO) is entrusted with overseeing analytics, technology, information security, data informatics and visualization, data management, enterprise architecture, and the core configuration of the organization’s payment and medical management systems. This multifaceted role requires a deep understanding of both operational and technological landscapes. The CIO's responsibilities span a wide range of functional areas, integrating technological strategies, security imperatives, data-driven insights, and business development initiatives to advance Kern’s mission. The role will oversee an IT team of over 85 FTEs and will be located at KHS headquarters in Bakersfield, CA.
The role’s overarching aim is to drive transformation through technology and process improvements, enhance business efficiency, increase customer satisfaction, and ensure regulatory compliance and strict adherence to policies. The incumbent is responsible for balancing the inherent tension between business needs and technological solutions, utilizing extensive operational expertise in Managed Care and Medicaid/Medicare programs while remaining aware of evolving IT trends. The CIO will collaborate with both business units and technology specialists.
Key Responsibilities
- Lead and align technology and business operations, driving digital transformation and innovation in line with corporate goals and the CEO’s vision.
- Oversee enterprise data architecture, governance, analytics, and configuration strategies, ensuring regulatory compliance and risk mitigation.
- Act as a strategic stakeholder, integrating technology, ensuring compliance with industry regulations, and fostering collaboration with CIOs and executive leadership.
- Build and guide a high-performing technical team, promoting a culture of excellence, continuous learning, and talent development.
- Manage financial aspects of IT, ensuring optimal ROI, adherence to financial controls, and transparent reporting
- Develop and implement a comprehensive information security strategy, including incident response and risk management.
- Establish and maintain an enterprise architecture framework and technology standards to support strategic objectives and business needs
- Ensure technology infrastructure and investments align with business strategies, enhancing healthcare quality, safety, and efficiency.
- Foster an organizational culture of collaboration, respect, and excellence.
- Assume ultimate responsibility for the security and integrity of the company's data, information, and intellectual assets adhering (but not limited) to DHCS, CMS, HIPAA, HITRUST, and the OIC.
A critical role within the organization, this position requires a leader with proven skills in technology, change management, technology implementation and people leadership. The successful candidate will bring a track record of progressive leadership experience, ideally as a CIO or equivalent position at a large-scale and complex organization. Healthcare experience is ideal, and experience across the payer landscape is preferred. The CIO will bring experience delivering enterprise-level leadership and change management through new systems implementation, organizational design, and team development.
The CIO will possess a demonstrated track record of leadership in both IT delivery and strategic development and be able to provide direction and leadership for the organization as it relates to the adoption of modern technologies. Additionally, one will possess a digital mindset and knowledge base and experience that goes beyond simply awareness or managing - having technical acumen and a track record of success in a modernization journey.
The CIO will have an entrepreneurial spirit and be an energetic, innovative, highly collaborative, and confident leader with outstanding influencing, communication, and interpersonal skills, able to build deep relationships with senior stakeholders and to provide strong team leadership. The CIO will be a highly effective leader who can both sit at the executive table and relate to interdisciplinary teams at all levels of the institution.
In terms of the performance and personal competencies required for the position, we would highlight the following:
- Significant senior technology leadership experience in various technology capacities progressive leadership in a Health Plan, Health Maintenance Organization (HMO), or similar entity.
- Experience leading and managing in an aggressive, fast paced, dynamic business and technology environment.
- Extensive experience managing Information Technology teams and technical resources.
- Experience driving project management best practices, including software development lifecycle (SDLC) and project management methodologies.
- Expertise with the definition, design and development of robust data management, data warehouse and data reporting capability
- Experience managing relationships and interacting with technology suppliers, partners and users.
- Preferred certifications include the Open Group Architecture Framework (TOGAF), Agile Alliance Scrum Master, and security certifications such as CISSP, CISM, or CISA.
- Bachelor’s degree in business administration, public health, technology management, or related field from an accredited institution required. A master’s degree is preferred.
- US citizenship is required.
