DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

About The Work Unit
The office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.
Response Section
The Response Section within the Office of Emergency Management (OEM) includes the Operations Unit, the Logistics Unit, and the State Emergency Operations Center (SEOC). This section is responsible for maintaining day-to-day situational awareness of the state-wide emergency management environment and activities. It coordinates directly with other sections within OEM as well as with external partners to develop a comprehensive picture of the environment and assess key indicators of stability. The section collects and disseminates information to division leadership, department leadership, the Governor’s Office, state agencies, and local jurisdictions before, during, and after an incident, disaster or event. The SEOC aids policy makers and suggests recommendations pertaining to response and recovery actions. The section develops, promulgates, and executes state procedures for requesting and providing incident/disaster response and recovery resources to jurisdictions and other state agencies. The section oversees both internal and external SEOC training and conducts exercises to test the SEOC staff and capabilities. The section is the primary point of coordination with the Federal Emergency Management Agency (FEMA) and other federal agencies for response activities before, during and after an incident or disaster. All units provide planning support to the division, state agencies and stakeholders, and local emergency managers, as required.

About The Position
This position provides GIS and lead geospatial capabilities within OEM. This position enhances the division’s common operating picture and heightens situational awareness for decision makers before, during, and after a disaster by furthering the Division’s geospatial capabilities. This position provides emergency and daily GIS support to the Office of Emergency Management and the CIAC. It will also support the other divisions within CDPS as resources allow, and render support to other local, state, and federal partners on a case-by-case basis.
Responsibilities Include
Provide GIS Support to the Office of Emergency Management
Works closely with OEM sections to identify geospatial tool requirements, technical issues, and training needs. Analyzes GIS business processes and recommends best practices solutions to meet operational requirements. Assists with requests for new geospatial-related applications and modifications to existing applications; Facilitates geospatial software selection and implementation teams, including software evaluation, system implementation, testing, and training. Leads research and development for geospatial solutions; including, but is not limited to the development of field applications, online map applications, division dashboards, and data interoperability between diverse systems/organizations. Develops and conducts training for end users of geospatial products; creates and maintains training materials and user documentation. Responds to and resolves GIS user inquiries.
Provide GIS Support to the State Emergency Operations Center (SEOC)
Maintains and administers GIS data and platforms during steady-state and crisis-state operations. Provides GIS support for all four phases of emergency management: mitigation, preparedness, response and recovery. Creates and maintains live status and assessment tools (heat maps, status boards, dashboards, etc.). Works proactively to develop GIS resources that can be immediately deployed during a crisis. During incidents, exercises, and training respond to the SEOC and serve as the lead GIS specialist for the center. Supports the command and general staff, the emergency response coordinators and OEM Field Operations. Provides both cloud and physical mapping support to incidents and events. Performs data identification, verification, maintenance, manipulation, analysis, extraction, and generation. In conjunction with other Local, State Federal, and Tribal partners, prepare, integrate, produce, and maintain a variety of maps, drawings, plans, reports, and other documents using geographic data and cartographic techniques; including appropriate explanation and background data.
Provide GIS Support to the Colorado Information Analysis Center (CIAC)
In collaboration with the Geospatial Analyst assigned to the CIAC, develop plans and procedures to ensure redundancy for mission-essential functions. Provides surge support and incident-specific assistance to the CIAC as needed. Utilizes research and strategic crime analysis in conjunction with geospatial tools, techniques, and systems to identify crime patterns and trends.
Tasks in support of the CIAC’s mission include leveraging geospatial systems to enhance awareness of both short- and long-term threat patterns. Develops geospatial products that draw meaningful inferences or correlations to advance suspicious activity reports, criminal investigations, and assessments. Effectively manage metadata and data processing to support the creation of crime- intelligence products.
Leverages geospatial data to improve the prevention and suppression of criminal activities. Produces maps, imagery, analyses, charts, graphs, and other visual tools to enhance investigative efforts, identify crime series, patterns, anomalies, and emerging trends. Utilizes statistical software in conjunction with geospatial tools to study, analyze, and visualize crime series, patterns, suspect-crime correlations, and crime forecasting.
General Division GIS Support and Data Management
Participates in the development and maintenance of the CDPS Department Enterprise GIS system, developing procedures that ensure the accuracy and preservation of geospatial data and imagery information within DHSEM and for CDPS Department as a whole. Prepares projects and data for archival storage; perform geospatial record keeping and inventory; ensure projects, data, and maps are available future reference.
Performs Division/Department division data management functions: seeks out potential data and imagery sources, facilitates data agreements, pre-processes and organizes data for deployment to network drives and the GIS cloud for use by the division and department. Helps maintain CDPS base maps. Builds and maintains relationships with internal and external stakeholders for the sharing of geospatial resources and data. Participates in department-level GIS working groups to develop and maintain processes for sharing division geospatial resources and data with other CDPS divisions and others, while maintaining integrity and security.
Facilitates geospatial working groups and project teams as necessary to support the division’s missions. Assists internal division program staff with development of geospatial products that enhance situational awareness, facilitates contingency planning, and helps identify the geo-location of key critical infrastructure and assets in Colorado. Provides geospatial support to other divisions within the Colorado Department of Public Safety as needed. Interfaces with GIS partners in the private sector to enhance division-level capabilities.

MINIMUM QUALIFICATIONS - Proven Experience, Knowledge, Skills
Two (2) years of relevant experience conducting geospatial data analysis, development of GIS or data products and demonstrated competency utilizing ESRI products and other geospatial tools.
OR Education And Experience, Knowledge, Skills
A combination of related education and at least 6 months of full time experience conducting geospatial data analysis, development of GIS or data products and demonstrated competency utilizing ESRI products and other geospatial tools, equal to two (2) years.

CONDITIONS OF EMPLOYMENT
- Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
- Must be able to independently complete any travel required for the position, may be required to operate a state vehicle (must have a Colorado driver license to operate a state vehicle).
- Must be a Colorado resident at time of submitting application.
