Deputy Chief Counsel to the Speaker

Location: Springfield, IL

Office of the Speaker, Illinois House of Representatives

The Illinois House of Representatives, Office of the Speaker is seeking a Deputy Chief Counsel to join our legal team. This individual will play a key role in providing legal counsel to the Speaker and Democratic members of the Illinois House, assisting with internal legal functions, legislative drafting, and committee counsel duties.

This is a high-impact role for an experienced attorney with a strong background in legislative law, policy analysis, and government operations.

Key Responsibilities:

Assist the Chief Counsel in managing internal legal operations, supervising attorneys and support staff.

Provide legal and policy counsel to Democratic members of the House, including research, analysis, and legislative strategy.

Draft and review legislation, ensuring clarity, compliance, and alignment with policy goals.

Serve as parliamentarian for assigned House committees and occasionally on the House floor.

Analyze legislation and provide real-time updates to Democratic members throughout the legislative process.

Lead training and development efforts for new attorneys.

Support Democratic members during floor debates and legislative negotiations.

Prepare legal memoranda for the Speaker and House members.

Qualifications:

Juris Doctor (J.D.) and active Illinois Bar admission required.

Previous government or legislative experience preferred.

Strong written and verbal communication skills.

Ability to thrive in a fast-paced, high-pressure environment.

Excellent teamwork and leadership skills.

High level of confidentiality and discretion in handling sensitive matters.

Proficiency in legal research, legislative drafting, and analysis.

Work Environment & Schedule:

Location: Work is primarily performed at the Illinois State Capitol Building Complex in Springfield, IL.

Hours:

Typical hours: 8:30 AM – 4:30 PM (non-session days)
Extended hours: 8:00 AM – 7:00 PM (session days)
Occasional weekends and travel required.

This role involves working in a dynamic and fast-paced legislative environment with frequent interaction with lawmakers, lobbyists, and stakeholders.
