Summary
The Lead Systems Administrator performs the most complex analysis, design, implementation and maintenance of server systems required for the continued growth and steady functioning of the County. This position leads the implementation, configuration, coordination, control, maintenance, troubleshooting, security, usage monitoring, and development of specialized procedures relating to Tarrant County’s server and storage/backup infrastructure environments. The Lead Systems Administrator is an expert-level professional who leads the planning, documenting, testing, and deploying for the most complex server and storage/backup systems within the County’s computing infrastructure environment. The incumbent is responsible for keeping up-to-date on industry-related training and adhering to industry best practices, change control policies, and service level agreement (SLA) compliance. Additionally, the incumbent keeps current on legal and technical issues that impact the County.

Essential Duties And Responsibilities
- Supervises and leads department employees, schedules and activities at a team level within a given functional area to provide 24-hour support.
- Performs comprehensive server administration including loading and updating operating systems for physical and virtual infrastructure environments comprising of the most complex configurations. Performs advanced monitoring and maintenance of system log files for the servers and storage/backup systems.
- Leads the administration and maintenance of operating system (OS) security through established industry best practices for server systems hardening and patching. Administers and maintains Security and Public Key Infrastructure (PKI) certificates.
- Leads the day-to-day maintenance and installation of servers for internal systems, the storage/backup systems and related infrastructure. Performs advanced preventive maintenance as directed by standard operation procedures (SOP) and vendor requirements and oversees the development of SOPs for other routinized functions.
- Provides business and after-hours support of corporate servers and storage/backup systems.
- Adheres to formal, documented operating procedures for servers and distributed systems operations including systems administration, performance monitoring and management, configuration management, capacity planning, contingency planning, and backup and recovery.
- Monitors server systems to ensure the latest operating system patches, security updates and virus protection are within operational standards. Schedules, applies, communicates, tests, troubleshoots, reports and supports system patch and anti-virus levels within the server infrastructure.
- Leads Active Directory domain hardware functions (includes domain hardware support and monitoring and trains lower level positions in the performance of these functions with written SOPs).
- Leads email administration (administers, maintains, and monitors email system/servers). Tracks and records statistics of the email system. Creates, modifies, and deletes email accounts and distribution lists. Performs root cause analysis for all email system anomalies or problems and develops SOPs for routinized activities.
- Leads the administration, maintenance and support of email and anti-spam gateways.
- Administers, maintains and supports firewall and website publishing services.
- Analyzes and resolves the most complex problems associated with server hardware, Windows Server and application software. Detects, diagnoses and reports Windows-related problems on both server storage/backup systems. Researches answers to technical issues, questions, and problems to provide solutions for all server systems. Diagnoses and resolves the most complex issues with server operating system, application software, security, hardware or other related problems that affect system availability.
- Resolves the most complex Request/Incident tickets from users and provides telephone and onsite technical support to troubleshoot and fix the most complex problems. Completes Requests for Change and follows the Change Management process for all changes to the production infrastructure. Identifies problem trends and develops SOPs for routinized issues.
- Leads the implementation of new and emerging technologies in support of existing infrastructure projects. Performs a leading role in the development and implementation of new technologies in support of County businesses.
- Performs other related duties as assigned.
Minimum Requirements

Bachelor’s degree AND Four (4) full-time years of information technology experience including server administration and storage and backup systems experience.

High School Diploma or GED AND Eight (8) full-time years of information technology experience including server administration and storage and backup systems experience.
Information Technology Infrastructure Library (ITIL) certification preferred.
Control Objectives for Information and Related Technologies (COBIT) certification and Security+ or higher professional certificate preferred.
Microsoft Certified Solutions Associate (MCSA) certification considered a plus.
Incumbent is expected to comply with professional development units (PDU) requirements for certification retention and remain apprised of current standards for all frameworks and certifications utilized within the ITD.
Expert-level, hands-on experience in computer operations, installations, and configuration of operating systems (OS) and applications on server-class machines.
Ability to work independently or as part of a team.
Extreme attention to detail is mandatory.
Ability to communicate user system requirements to both technical and non-technical County staff and vendors.
Strong analytical and organizational skills with ability to solve the most complex problems accurately, completely and quickly.
Ability to participate in multiple projects concurrently without loss of quality on any project.
Driving may be required. Must have a valid and current driver license.
