Digital Transformation Vice Presidency
The Digital Transformation Vertical Vice Presidency Was Established On July 1, 2024, And Will Guide World Bank Group Efforts To Establish The Foundations Of a Digital Economy, Build And Enhance Digital And Data Infrastructure, Ensure Cybersecurity And Data Privacy For Institutions, Businesses, And Citizens, And Advance Digital Government Services. Digital Technologies, Including AI And Data, Present a Unique Opportunity To Accelerate Development. The Digital Transformation Vertical Will Have The Critical Mission Of Delivering On This Development Promise. The Digital Vice Presidency And Its Global And Regional Teams Will Support Client Countries In Building The Foundational And Cross-cutting Elements Of Digital Transformation Through Two Engagement Pillars, Six Business Lines, And Multiple Cross-cutting Areas
- Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.
- Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).
Both pillars will be the channels through which the Vertical will support World Bank achieving its objectives in cross-cutting areas like jobs and skills, climate and green, fragility, conflict and violence, and gender and inclusion.

Development Effectiveness Unit
The Development Effectiveness Unit (DSODE) will play an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, program management including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit will support VPU’s engagement on corporate priorities including Knowledge Compact, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact.
As a central member of the Front Office of DSODE, the ETC will have the opportunity to contribute to the Bank's core mission of poverty reduction and development in Digital Development. This Extended Term Consultant (ETC) will report to the DSO and, as a key member of the Director’s Front Office, and will work directly with and under the supervision of the Senior Operations Officer / Monitoring and Evaluation lead.
Duties
The ETC is expected to be a high-performing, energetic team member who possesses adaptability and flexibility in providing support to Global Department and in taking on special assignments as the need arises. (S)he will support the monitoring and evaluation (M&E) agenda in the GP. Duties will include:
- Supporting the rollout, update and adoption of the corporate scorecard digital development indicators together with corporate scorecard indicators that DT contributes to (Gender, PCM, PCE, etc.). In particular, the ETC will support the testing and expansion of the methodology for digital services working together with other departments across the WBG. In the first phase this would include FCI, Social Protection, Health, and Agriculture, among others.
- Conducting quality assurance on results data at the project level (PAD, ISR, ICR,…) across all digital transformation relevant projects (including non-DT led projects).
- Undertaking data quality control, consultations with TTLs and reporting on DT results for IDA, the corporate scorecard, the Global Challenge Program, the Digital VPU and other ad hoc reporting requests as needed. This will include working together with M&E staff and TTLs in other Global Departments that contribute to the digital services indicator.
- Supporting the development of new measurement methodologies around policy and regulatory reforms, cost savings, among others.
- Contributing to the development of theories of change and results frameworks for all DT’s evolving business lines, and the mapping of evidence gaps.
- Coordinating with the research and data team to better align deliverables.
- Assisting in responses to IEG related requests.
- Supporting analytical work, for example by synthesizing information and reviewing academic literature, conducting independent data collection and analysis, and contributing to the drafting of technical notes
- Supporting the development and maintenance of a results dashboard that will serve DT, IDA, the global challenge program and trust funds.
- Contributing to the development of results briefs to showcase results.
- Assisting with the preparation of and delivery of learning activities on M&E to include the Digital Academy among others.
- Assisting with other activities as needed.
Selection Criteria
- Master’s degree in a relevant field/discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development) with a minimum 5 years of relevant experience.
- Proven ability to manage large and complex data sets and develop summary analysis (tables and charts) and sound analytical and problem-solving skills.
- Good understanding of results management of digital development and related challenges.
- Experience with one or more sectors that contribute to the results of digital services (social protection, finance, agriculture, etc.).
- Strong analytical, research and conceptual skills.
- Ability to perform data modeling and other advanced Excel functions used to manage and analyze large data sets together with basic familiarity of Artificial Intelligence use and potential.
- Ability to develop, analyze, and articulate project issues and propose reliable solutions.
- Strong client orientation and inter-personal skills with proven ability to work cooperatively with multi-disciplinary teams, across boundaries, all levels of staff and managers.
- Demonstrated ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.
- High level of integrity and discretion, sound business judgment, rigor, and diplomatic skills.
- Strong oral and communication skills in English
- Ability to deliver results effectively in support of the team.
- Highly motivated and results-oriented with initiative, persistence, and a positive attitude.
- Ability to take personal ownership and accountability to meet deadlines.
- Ability to work under pressure and work flexibly on a range of assignments and adjust to and prioritize a variety of evolving tasks.
