The Chief Information Officer will be expected to bring strong strategic leadership skills to the company. Strategic innovation is necessary as HDS strives to diversify its business to manage risk or expand into new areas of business.
The Chief Information Officer provides the direction, leadership, and control of the areas of information systems, information technology, information security, application support, project management and supports the HDS Foundation and HCS. As a member of the Senior Management team, this position contributes executive level expertise to overall organizational strategic planning and execution of programs, systems, policies and procedures to achieve the strategic business goals of HDS. Responsible in the provision of strategic, cost effective, competitive and high-quality services for the Hawaii dental benefits market in line with the strategic mission of the company.
MAJOR RESPONSIBILITIES
- Plans, directs and controls HDS’s overall activities related to information systems, information technology, information security, software applications and project management in accordance with organization goals and objectives. Oversees these areas to ensure the organization has the capacity to adopt new strategic directions as needed to retain its leadership position in the dental benefits marketplace. Manage staff to intentionally develop leadership potential where feasible. Identify and implement innovative practices that define high service standards and create an atmosphere of achieving results.
- Analyzes the technology we currently use for design, development, and administration for efficiency, accuracy, and security.
- Collaborates with departments to define project scope and priorities to maximize benefits for HDS while adhering to time and budgetary limitations.
- Oversees the development and advancement of our communications network and application hosting environment.
- Oversees the design of a wide area connectivity network infrastructure with an emphasis on filling remote access needs.
- Negotiates contracts with vendors and service providers for installing new and upgraded technology and training employees on its use.
- Prepares cost-benefit analysis for technology related projects.
- Leads evaluation and selection of hardware and software solutions as appropriate to improve effectiveness, reliability, and security of HDS’s information systems.
- Acts as executive sponsor for redevelopment of HDS’s proprietary ERP system.
- Develops and implements policies, procedures, and controls to satisfy operational/compliance risk requirements, ensure data integrity and best practices. Keeps abreast of current cybersecurity threats and risk mitigation strategies. Lead HDS’s system implementations incorporating best practices while ensuring HDS’s business users enjoy an efficient and reliable technical platform.
- Responsible for the development and achievement of short- and long-range goals.
- Aware of, and is knowledgeable about, state and federal laws and regulations impacting HDS and takes all necessary action to ensure compliance with these requirements. Laws and regulations include, but not limited to Information Security, HIPAA, ACA, Medicaid, Medicare, and Hawaii Revised Statutes. Acts as the HDS HIPAA Security Officer.
- Liaisons with DDPA regarding technical issues. Ensures compliance with DDPA security roadmap and technically oriented membership requirements.
- Interfaces with Board of Directors to ensure appropriate and timely communications regarding all information technology and systems functions.
- Leads the project management team and acts as project sponsor, where needed, to ensure success of projects. Implements appropriate project management and reporting processes to ensure effective communication of project status to Executive Team and Leadership Team.
- Develop data analytics and Business intelligence capabilities to support operational process improvements and support a more data informed decision-making process.
- Other duties and projects as assigned by the President and Chief Executive Officer.
Ideal Experience
- A seasoned leader with a minimum of ten (10) years of experience and demonstrated success as a C-level executive in achieving results through strong, strategic leadership, successful business development and operational excellence. Ideally, would bring medical and/or dental, group insurance, or ancillary experience.
- Bachelor’s Degree in computer science, engineering or relevant field. An advanced degree in a related field, such as computer science, engineering and/or business (MBA) is preferred.
- A highly analytical mind-set with superb problem-solving and critical thinking skills. Good understanding of modern databases and information system technologies. Deep understanding of IT infrastructure, cloud computing, and emerging technologies (AI, machine learning, IoT, etc.). Able to lead technical discussions involving systems, hosting hardware, and cybersecurity projects with team members and business users that possess deep expertise in HDS’s business needs and strategies.
- Proficiency in cybersecurity best practices, governance frameworks ( NIST CSF), and data privacy regulations (GDPR, CCPA).
- Able to manage a complex environment, guide the development of operating plans, drive performance improvement and motivate others to achieve results that enhance the value of an enterprise.
- A senior executive who has developed strong leadership and managerial capabilities at a well-managed company. Someone who demonstrates a sense of urgency.
- Capable of maintaining the positive aspects of the current HDS culture but with the capability to introduce changes as needed.
- An appropriate blend of strategic and operational skills. Ideally, has used technology to reduce dependence on more labor-intensive models or to provide more innovative solutions.
- Demonstrated success with strategic partnerships, joint ventures and shared services.
- Able to attract and retain the talent necessary for the organization that aligns with a strategy and change agenda.
- Proven ability to develop and implement a long-term IT strategy that aligns with company goals.
- Strong track record of leading large-scale technology transformations.
- Excellent leadership, team-building, and talent development skills for managing cross-functional IT teams.
- Must have at least a minimum of five (5) years of working knowledge and experience of doing business in Hawai'i.
