Summary
The Office of National Engagement and Regional Administration is responsible for outreach initiatives, emergency transportation preparedness and response, and daily oversight and implementation of agency programs and initiatives. The nationwide organization, based in Washington, D.C., facilitates coordination among nine Regional Offices strategically located across the country and provides leadership and horizontal integration on issues and programs involving multiple FAA organizations.

Duties
The Regional Administrator (RA), Central Region, located in the Office of Policy, International Affairs, and Environment, is the principal Federal Aviation Administration (FAA) representative for a specific geographical area comprised of several states. The RA serves as the senior agency official in the region providing cross-functional oversight and leadership on complex, cross-organizational matters (e.g., environmental issues, airports development, aircraft noise concerns, airspace modernization, Unmanned Aircraft Systems, and other major program initiatives).
The incumbent leads a region consisting of approximately 750 FAA employees and has a team of approximately 12 employees, including the Deputy Regional Administrator. The RA manages an office budget of approximately $3M.
Principal Responsibilities:
- Coordinates key FAA functional areas to include public affairs, regional counsel, human resources, airports, air traffic, flight standards, civil rights, and security and hazardous materials safety.
- Represents the agency in regional contacts with Congressional and local elected officials; aviation industry; federal, state, and local agencies; military services; aviation organizations; educational institutions; and civic and private groups.
- Serves as the regional entry point for aviation and political stakeholders (e.g., State Aviation Directors and National Association of State Aviation Officials) for issues when more than one FAA organization is involved and maintains contact with and responds to media interest and inquiries regarding regional FAA activities.
- Delivers FAA messaging on national and regional issues and topics such as funding levels, budget updates, policy impacts, and aviation education opportunities.
- Builds relationships with external leaders to enhance communication and support for FAA initiatives such as airfield modernization, NextGen enhancements, and airspace modernization and participates in associated local events, international delegations, and special projects.
- Acts as regional commander-in-charge during crisis or emergency situations.
- Serves as executive leadership with other Department of Transportation (DOT) modes and engages in OneDOT discussions, planning related to the DOT National Response Program, and the associated interface with the Federal Emergency Management Agency.

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.
LEADERSHIP REQUIREMENT: Do you have experience in achieving operational results? If so, provide examples of ways you have exercised leadership to deliver significant results. Explain how you established goals, assessed outcomes, and improved products and services. Indicate how you identified and met customers' requirements and addressed the needs of stakeholders. LEADERSHIP REQUIREMENT: Do you have experience leading people? If yes, describe the size of the organization and number and types of positions you have managed. Discuss ways that you have established and maintained positive work environments and prevented or eliminated discrimination or harassment. Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services. Include in your description experience in leading others in a matrix environment across organizations.
LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.
TECHNICAL REQUIREMENT: Demonstrated experience articulating technical information to a variety of audiences on subjects such as NextGen program, Metroplex implementation, aircraft noise concerns, Unmanned Aircraft Systems, and other aviation-related topics.
