SUMMARY
Under broad supervision, position performs complex technical work of the assigned area in the maintenance, repair and installation of process measurement, control instrumentation, data distribution systems, remote control, and/or telemetry devices on various water and wastewater treatment systems. Position reports to the Process Control SCADA Supervisor.
This position may require you to have a take-home vehicle for purposes of responding to departmental emergency situations. An employee is covered under the County’s auto insurance policy when operating the vehicle in the scope of his or her employment. Employees are encouraged to purchase a rider of endorsement to their personal automobile policy to provide coverage for operating a County vehicle for personal use including driving to and from work.
In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Request quotations for purchases on new instruments and make purchase requisitions for items to repair, evaluate and calibrate.
Makes certain that an adequate stock of spares is available and maintained for plant operations and unexpected failures.
Attend to work orders received and complete with following information-start date and time, updated progress reports, parts used, remedial action and final resolution.
Installation and troubleshooting of software necessary to drive and interface with various instrumentation.
Suggest modification or addition of HMI screens for new process equipment or to accommodate other process changes.
Respond to emergency calls resulting from unexpected failure to plant or remote equipment due to lightning or other damages and contractor errors.
Prepare specifications for new purchases of plant instruments.
Determine and implement emergency procedures to maintain or restore treatment at plants in the event of equipment malfunction or failure.
Work with Electrical and Lift station crew personnel to aid in diagnosing and solving control wiring problems.
Use computer programs for spreadsheet and reports such as Microsoft Word, Microsoft Excel. Compile electrical drawings for upgrades through AutoCAD program.
Make electrical and electronic connections to interface with new and existing equipment’s.
Implement approved upgrades to instrumentation due to application changes, reliability issues or obsolescence.
Utilize test equipment’s such as multi-meter, signal loop calibrator, frequency generators, oscilloscope and others to diagnose problems and to perform repairs to instrument devices and control devices as necessary.
Communicate with Chief Plant Operator and Operators to verify integrity of jobs completed and plant personnel to sign off work orders.
Prepares and maintains operating and special reports as required.
Analyzes problems and takes appropriate action to resolve.
Performs general preventative maintenance on electronic equipment.
Performs work related to this job description as required.
Utilities Instrumentation Technician assigned to Calibration:
Perform maintenance and calibration checks and make the necessary adjustments on process analytical instruments such as Ph, Turbidity, Chlorine Residual, Conductivity, ORP-Oxidation reduction potential, DO-Dissolved Oxygen.
Install and work on Ultrasonic Level control systems.
Use Calibration Manager software to record plant instrumentation, operation parameters, track calibration due dates, calibration and maintenance requirements and procedures, history records and tracking of problems encountered.
Calibrate Flow, Pressure and Level transmitters using appropriate procedures and devices such as process calibrators and Hand-Held Configurators.
Prepare and distribute instruments calibration reports for each plant for submittal to DEP.
Utilities Instrumentation Technician assigned to RTU:
Performs installation, adjustments, maintenance and modifications of radio telemetry equipment at all lift stations, wells, irrigation control and monitoring sites and other telemetry sites.
Install and maintain pressure devices on water lines throughout the system.
Use Calibration Manager software to record flow instrumentation, operation parameters, track calibration due dates, calibration and maintenance requirements and procedures, history records and tracking of problems encountered.
Perform some changes to VTSCADA HMI operator interface.
Troubleshoot PLC’s control circuitry and repair as necessary.
Troubleshoot, repair and download application program to Wells, Re-use controls, Lift Stations and other RTU systems.
Troubleshoot RTU and PLC control circuitry and repair as necessary.
Troubleshoot and repair communication networks, including radio and cellular modems.
Prepare specifications for new purchases of telemetry devices.
Utilities Instrumentation Technician assigned to Flowmeters:
Performs installation, adjustments, maintenance and modifications of flow measurement equipment at all treatment plants and remote sites.
Re-Calibrate Flow Meters and readjust as necessary by comparison method using NIST certified test Flow Meter.
Maintain Flow Meter calibration plan for DEP submittal.
Prepare specifications for new purchases of flow measurement instruments.
Perform new installation of flow instruments and related devices at different locations.
Prepare specifications for new purchases of flow measurement devices.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of SCADA systems software, GE iFIX and Trihedral VTSCADA and ability to configure screens, I/O drivers and process databases using these programs.
Knowledge of programming and troubleshooting RTUs and PLCs; including Allen-Bradley, Siemens, and Motorola.
Thorough knowledge of the installation and maintenance of electronic instrumentation and process control devices.
Knowledge of occupational hazards and necessary safety precautions of work being performed.
Skilled in the use and care of tools of the trade.
Ability to use computers and software in an office environment.
Ability to determine improper operation of equipment and to take proper remedial action.
Ability to follow oral and written directions.
Ability to read and understand blueprints, schematics, computer listings and diagrams.
Ability to work under adverse conditions.
Ability to establish and maintain effective working relationships with associates.
Ability to troubleshoot equipment while energized.
Ability to troubleshoot instrumentation, process controls, PLCs, RTUs, radios, computers, and communications networks to the component level.
EDUCATION AND EXPERIENCE
Must possess a High School Diploma or an acceptable equivalency diploma supplemented with courses in Electronics, Computers or Programmable Controllers and two (2) years of experience in the installation, repair, troubleshooting and maintenance of automation controls, including experience in either process instrumentation, flowmeter instrumentation, radio telemetry or PLC systems.
Experience with Hach, Rosemount, HF Scientific and Siemens on-line process analyzers preferred if assigned to Calibration.
Experience with pitot tube, propeller, turbine and magnetic flow meters by manufactures such as Water Specialties, McCormeter, Badger and others preferred if assigned to Flowmeter.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License
Possession of certification in computer systems repair, support or networking; CompTIA A+, Microsoft MCP or equivalent preferred.
Possession of International Society of Automation (ISA) Certified Control Systems Technician preferred.
