About This Role:
The Managed Care/Health Care Reform (MC/HCR) Unit is responsible for providing the technical input required to define the scope and direction of changes necessary to implement HCR projects. The unit supports the identification and development of the business rules and the design, development, and implementation (DD&I) of the CA-MMIS for system changes required or resulting from Medi-Cal policy changes.
The incumbent will be responsible for developing work plans and evaluating proposed functional and technical design modifications to existing systems and processes. The incumbent will be responsible for acting as a liaison between non-technical Program staff throughout system projects, from requirements development, technical data review, acceptance testing, implementation, through post-implementation. The incumbent will function independently, perform in-depth analysis of proposed system changes, perform multiple tasks, and be able to work within short timeframes. The incumbent will work with staff at all levels of state government as well as contractor staff.

This work location is very convenient! The CA-MMIS Division is located in West Sacramento near IKEA and Walmart. There are several restaurants and fast-food locations nearby, with Starbucks within walking distance. This location has easy access to I-80 and has FREE parking!
The incumbent works in an office setting with artificial light and temperature control. The ability to use a personal computer and telephone is essential. The incumbent must be able to frequently remain in a stationary position at a workstation throughout the day and must occasionally position self to perform a variety of tasks including retrieval of files.

The California Medicaid Information System (CA-MMIS) Operations Division is responsible for oversight of the Medi-Cal Fiscal Intermediary (FI) contractors, who provide Business Operations and Information Technology Maintenance and Operations services. CA-MMIS is a large, highly automated, complex, and interrelated data processing system, which depends on the operation of a large data center by the FI contractor. The CA-MMIS is a mission-critical system to the Department of Health Care Services (DHCS) and the State of California. This system annually processes and adjudicates medical claims that result in approximately $22 billion annually in payments to health care providers.
The CA-MMIS Operations Division is located on Stillwater Road in West Sacramento .
Special Requirements
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. no more than two pages in length with a font size of 12 point .

- How have you ensured compliance with federal and state regulations, such as HIPAA or Medicaid Information Technology Architecture (MITA), in your past projects? What steps do you take to validate compliance?
- Describe a time when you had to collaborate with diverse teams (e.g., contractors, program staff, and management) to achieve a project goal. How did you handle differing perspectives, and what strategies did you use to drive project success?
- Provide an example of a project where you worked within a Waterfall or Agile framework to implement system modifications and what was your role. How did you ensure alignment between technical teams and business stakeholders?

- Ability to identify and mitigate risks or issues that may arise during development cycles.
- A bachelor’s degree in a Technology, Health Information Technology, or a closely related field is desired.

Telework Information
The DHCS standard for hybrid work is a minimum of two days per week in person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department’s operational business needs and subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
