The City of Oxnard's Information Technology Department is seeking a dynamic and experienced Manager of Applications to lead our applications team and ensure the effective development, implementation, and maintenance of our software applications. This role is critical in ensuring that technology solutions effectively support municipal operations and enhance service delivery to residents. The ideal candidate will have a strong technical background, excellent leadership skills, and a commitment to public service.

WHAT YOU'LL DO:

Lead the applications team in managing and supporting municipal applications, ensuring they meet the needs of various departments and the community.
Collaborate with department heads and stakeholders to identify application requirements, prioritize projects, and develop strategic plans for implementation.
Oversee the development, testing, and deployment of new applications and enhancements to existing systems, ensuring compliance with industry standards and best practices.
Monitor application performance, conduct regular assessments, and implement improvements to optimize functionality and user experience.
Ensure data integrity and security across all applications, adhering to relevant policies and regulations.
Conduct thorough analyses to determine whether to build custom applications or purchase off-the-shelf solutions.
Lead the evaluation and selection process (RFP) for new software solutions, collaborating with stakeholders to define requirements, conduct market research, and facilitate vendor demonstrations.
Manage relationships with third-party vendors and service providers, ensuring quality support and adherence to service level agreements (SLAs).
Develop and maintain documentation related to application architecture, processes, and user guides.
Stay informed about emerging technologies and trends in municipal applications, providing recommendations for innovation and improvement.
Train and support municipal staff in the use of applications, promoting efficient and effective technology use across departments.
Improve productivity by highlighting deficiencies and recommending changes in tools, training, processes, reporting,and employee engagement.
Maintain quality service by establishing and enforcing organization standards.
Resolve issues, ensuring a proactive, fast path to resolution. (This work effort may extend beyond the course of the standard work schedule)
Foster a collaborative and high-performing team culture where perspectives are valued, new ideas are encouraged, and continuous improvement is expected.

Payroll Classification: Information Technology Officer I

DISTINGUISHING CHARACTERISTICS:

The Information Technology Officer I is the journey level class for the Information Technology Officer series. This class is tasked with managing City resources and contract staff to oversee assigned systems projects and initiatives. This class is distinguished from the Information Technology Officer I in that the Information Technology Officer I provides planning, implementation and operational oversight of assigned technology function, and may provide direct supervision of assigned staff.

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from the Deputy Chief Information Technology Officer, Chief Information Officer and/or higher level management. Exercises supervision over City staff and contract staff in the assigned function area.

WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm.

Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.

Essential Functions

Typical duties may include, but are not limited to, the following:

As assigned, oversee the conduct of and supervision of staff including conducting performance evaluations and implementing training, and hiring, discipline and termination procedures
Reviews system functionality, service support operations, and overall performance of assigned technology area in meeting requirements; analyzes and provides recommendations for performance and process enhancements and overall optimization of technology.
Provides oversight of and plans, analyzes, designs, implements and/or maintains assigned technology systems, support operations and related projects
Take action in the full range of formal personnel activities, and provide contract oversight in conjunction within the Information Technology Department.
Plans, coordinates and supports the implementation of new and assigned existing systems, system modifications and/or the discontinuation of existing systems and related equipment.
Participates in the development, administration and evaluation of assigned budget; monitors budget compliance and expenditures; recommends and implements budget adjustments
Prepares and oversees the development of technical documentation, policies/procedures, proposals, process flows, training materials, performance reporting, presentations, correspondence and/or other documentation in support of assigned programs/projects/processes/functions.
Monitors and reports on performance indicators and service levels.
Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION:

The equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration or a related field. (Must be attached to your application)

EXPERIENCE:

5+ years of experience in application management or development, with at least 2 years in a leadership role.
Strong technical knowledge of application development methodologies and tools (e.g., Agile, DevOps).
Proficiency in relevant programming languages and platforms (e.g., Python, .Net, SQL).
Excellent project management skills, with a proven track record of successfully delivering projects on time and within budget.
Strong analytical and problem-solving abilities, with a focus on customer service and community needs.
Exceptional communication and interpersonal skills, capable of working with diverse teams and stakeholders.

LICENSING/CERTIFICATIONS:

Valid California Class C Driver's License

OTHER REQUIREMENTS:
Must be able to effectively communicate in English, both orally and in writing

Highly Desirable Experience, Qualifications and/or Certifications:

Local government or public sector experience especially public safety (police and fire).
Experience with cloud-based applications and enterprise systems (e.g., ERP, CRM).
Experience with cloud-based application development and deployment (e.g., AWS, Azure, Google Cloud)
Familiarity with cybersecurity best practices and compliance with public sector requirements.
Knowledge of data analytics tools and practices.
Experience with Microsoft 365 (e.g., SharePoint, Teams)

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
