IntelliBridge is an award-winning national security company looking for a Junior Functional Analyst to support a federal law enforcement agency customer. As part of an agile application development team, the Junior Functional Analyst works as a functional analyst in the development and continuous upgrades of a high-visibility, mission-critical application.
The Junior Functional Analyst shall be responsible for participating and assisting with all phases of the development lifecycle, including project planning, application design, requirements gathering & documentation, quality assurance testing, pre-implementation activities, and post-implementation support. The optimal candidate has experience in agile development, web application design, and experience using Atlassian Jira.

Responsibilities/Duties:
- Maintains positive and productive working relationships with the government client at all levels, from end users to the program executive.
- Working with the government client, develops Feature Dictionaries to define the high-level scope and “success criteria” for each system feature slated for development.
- Decomposes high-level system features (“epics”) into discrete user stories, ready for development; works with software developers to assign story points that reflect development level-of-effort for each story.
- Conducts Product Backlog Refinements (PBRs) with government Product Owners, Product Managers, Subject Matter Experts (SMEs), and end-users to gather and refine user requirements, leading to unambiguous and testable user story acceptance criteria.
- Maintains the product backlog using Atlassian JIRA.
- Works with Product Owners during Sprint Planning to select the user stories to be developed.
- Regularly communicates status updates through daily standup meetings with the application development team.
- Ensures all elements of system development are considered through cross-collaboration with user experience/user interface personnel, data migration resources, and the agency data governance team.
- Performs in-sprint testing and acceptance of user stories under development, as well as end-to-end regression testing of complete workflows.
- Regularly participates in Sprint Reviews and performs demonstrations of finished development to stakeholders for review and approval.
- Promotes continuous team performance improvement by identifying team successes and areas for improvement during Sprint Retrospectives.
- Facilitates and participates in User Acceptance Testing prior to field release.
- Performs some end-user support and troubleshooting.
- Promotes and engages in regular knowledge exchange and idea sharing with teammates.
- May perform analysis of legacy systems, identifying “pain points” in older workflows leading to system and performance improvements.
- May contribute to the development of training materials for newly developed system functionality.
- Create functional design documentation.
- Support the build out of the feature dictionary.
- Write detailed and actionable user stories, epics and defects.
- Provide requirement and design related assistance to the development team as required.
- Assist in creating testing artifacts to support functionality.
- Execute functional test scripts.
- Cross-functional engagement to support the overall program mission.
Required Qualifications:
- Experience gathering/documenting requirements at the feature/Epic level
- Experience leading and driving design discussions with client stakeholders
- Strong verbal and written communication skills across all levels (users, stakeholders, leadership, and IT)
- Comfort engaging senior-level client stakeholders
- Superior time management, organization and prioritization skills
- Ability to meet with and deal effectively with people

Preferred Qualifications:
- Certified Scrum Master (CSM) and/or Certified Scrum Product Owner (CSPO) certification.
- Prior experience in Agile system development.
- Prior knowledge or experience working within a Federal law enforcement environment.
- Experience with Atlassian JIRA product software.
- Understanding of inventory of OOTB Pega workflows.
- Understanding of Pega framework.
Experience Requirements:
- >1 year of experience with SQL, Excel and Jira

- Bachelor’s degree required
