Information Technology (IT) provides technical services, manages the county's technical resources, and provides consulting services for technology improvements through three programs: Administration, Operations, and Technology Solutions. These programs provide a complete range of technology services which include strategic planning, new service design, business analysis, project management, security risk management, data security, applications delivery and support networks, servers and storage, desktop and mobile management, database administration, and end-user support through the service desk.
GENERAL STATEMENT OF DUTIES
IT Systems Analysts perform as lead workers and direct the work of IT employees in the implementation and support of systems and tools used by the IT Department to provide enterprise services. Recommend, develop, and support technology solutions for use by the IT Department. Provide research on products. Prepare formal written reports. Develop and track implementation plans and schedules. Determine testing methodologies and develop testing plans.
SUPERVISION RECEIVED
Works under the general supervision of an IT manager, who assigns and reviews work for conformance to established policies, processes, and procedures.
SUPERVISION EXERCISED
Determine resources and staffing needs, coordinate allocation of resources and assignment of staff with IT management. Assigns tasks and directs the work of other IT employees in the implementation and support of systems and tools used by the IT Department.
Typical Duties - Duties include, but are not limited to the following
Departmental Liaison
- Acts as a liaison and escalation point for departments for all service requests, enhancements, changes, technical inquiries, projects, initiatives, and escalations.
- Coordinates service requests with appropriate IT units and management; and when appropriate, conducts a follow-up with the customer to ensure work was completed to the customer’s satisfaction.
- Holds monthly meetings to review work with department stakeholders and discuss service requests, incidents, and identify new requests.
- Creates stakeholder status report, attends project meetings, and reports technical problems experienced by the business.
Business Case Development- Leads business case development for the purposes of proposing viable options that will enable a department or office to meet its business objectives.
- Focuses on specific departmental applications or services; develops system alternatives based on detailed specifications and business requirements obtained through elicitation, analysis, and validation of features and functionality that change business workflow, business rules, and data processing. Lead development of technical procurement Request for Information, Quotes and Proposals (RFI/RFQ/RFP), and Statement of Work (SOW). Assess delivered requirements by leading, planning, and execution of User Acceptance Testing for new or modified services. Document processes, procedures, work instructions, run-books, and associated Service Desk support guides for resulting change in systems or services.
Requirements for the Position
EXPERIENCE AND TRAINING
- Bachelor's degree in computer science or related field; AND
- Two years of increasingly responsible information technology experience, including two years of information technology team lead or equivalent experience; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - This is a full-time position, which is not eligible for overtime.

- Typical work schedule: Monday - Friday 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department.
KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of operation and integration of hardware and software-based test systems and methodologies; applications and other systems; hardware and software diagnostic and corrective methodologies; hardware platforms and technologies including servers and storage devices for integration, performance, problem diagnosis, and resolution; cost/benefit analysis, research methods, and report preparation; methods of project planning and management; database management principles and techniques.
Skill and ability to communicate effectively both orally and in writing; clearly convey technical and complex information; assign tasks and direct work; establish and maintain cooperative working relationships.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
