Job Summary
Under the direction of the IT Manager, the System/Network Administrator is responsible for effective provisioning, installation/configuration, operation, and maintenance of the data, telecommunications and wireless systems hardware and software and related infrastructure of five Michigan Works! Southeast American Job Centers, the Administrative/Fiscal Office and MOC-1 Mobile Classroom. The Systems/Network Administrator participates in technical design, planning, implementation, and the highest level of performance tuning and recovery procedures for mission critical enterprise systems. Serves as a technical expert in the area of system administration for complex operating systems. Recommends the redesign and configuration of operating systems and system applications. Identifies appropriate methods, solutions, and project coordination in order to provide a high level of service to the customers of the department, including team members, participants, and partners.
Essential Duties and Responsibilities
- Responsible for implementation, maintenance, and security of the computer systems used for data entry (remote and internal), Internet access, office communications, interoffice connectivity, video conferencing, team/customer training (electronic training equipment) , inter/intra office voice/video/data transmission, data repository for Michigan Works! Southeast American Job Centers.
- Install, configure and maintain computer systems, multi-function devices, network access to resources and infrastructure, virtual/physical servers configuration/management, and maintenance.
- Implements local and wide area network systems, supporting enterprise-wide applications and large-scale computing applications for hundreds of concurrent users.
- Provides input on aspects of agency operational and strategic planning as it relates to infrastructure.
- Develops and implements various training, job aids, and instruction for users.
- Recommends policies and procedures for system use and services.
- Responsible for providing set up and maintenance of contracted land/cell phone devices.
- Provide input and technical assistance on the physical layout and service process of the Michigan Works! Southeast American Jobs Centers as it relates to network infrastructure.
- Implements system security procedures, to include proper backup and disaster recovery processes, firewalls, routers, switches, hosts, and client access, file permissions, and user accounts, including establishing group policies and providing access to shared drives.
- Coordinates, Workforce Development Board, Consortium Board, Executive Committee, and Operations Committee meetings for both in person and virtual. Responsible for setting up in person technology at Washtenaw American Job Center and setting up the virtual meeting environment, admitting attendees, and ensuring the virtual meeting is recorded.
- In collaboration with the IT Manager and the Fiscal Department, verify IT Fixed Asset list is correct for State of Michigan Cycle Audits.
- In collaboration with the IT Manager, maintains the door access and video surveillance systems at all Michigan Works! Southeast American Jobs Centers. Processes requests for video surveillance for law enforcement, security, and so forth. Provides for onboarding and offboarding key fobs for team members as well for Washtenaw Community College team members, security, maintenance, and cleaning contractors at our locations. Works with the IT Manager to create and adjust security access for key fob holders as appropriate to their role with our organization or as a partner entity.
- In collaboration with the IT Technology Specialist, assist in proper processing of the organization’s anti-virus, anti-malware, including ensuring appropriate managed detection/response, threat hunting, vulnerability management for endpoints, audit and remediation.
- In collaboration with the IT Technology Specialist, assist in responding to hardware and software issues as they arise and are reported through the helpdesk ticketing system, telephone, walk in request for all systems and equipment within the IT environment.
- In collaboration with the IT Technology Specialist, diagnose and repair/replace malfunctioning or defective computers/components and performs software installations and upgrades to operating systems and layered software applications.
- In collaboration with the IT Technology Specialist, research, develop, and recommended changes to improve systems and computer configurations, and determine hardware and software requirements.
- Assist the IT Manager with various projects as well as in developing internal documentation and procedures.
- Travel between service centers as necessary to meet the needs of the organization.
- Handle stress appropriately and interact well with others.

Qualifications
All agency team members are expected to be technically competent and committed to continuous development of their skills. The following skills, knowledge and education or certifications are specifically required for this position:
- Bachelor’s Degree or equivalent industry experience, certification(s) preferred.
- Five years of relevant business and systems experience.
- Ability to read and interpret governmental policies/regulations and program procedure manuals.
- Ability to effectively present information and to respond to questions from customers, contractors, board members, and the general public.
- Ability to apply concepts such as fractions, computation of percentages, ratios and proportions to practical situations, draw and interpret graphs.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
- Experience in hardware and software configuration, maintenance, and administration; network layout development and management, network access administration, and systems diagnostics.
- Ability to meet the general public and exhibit professionalism and good communication skills.
- Ability to work under pressure and be flexible enough to reprioritize in order to meet deadlines.
- Must posses the ability to build and maintain a network of connections.
- Thorough knowledge of mobile device management.
- Experience in network security and monitoring (CIS and/or NIST controls), automation, and scripting, PowerShell experience is a plus.
- Thorough knowledge of creating, administering troubleshooting wireless networks in multiple locations; experience with Aerohive access points and Extreme Cloud IQ Wireless Network is a plus.
- Thorough knowledge of multifactor authentication including password-less agent configuration.
- Expert knowledge of VMWare, vSphere, and vSan is necessary. VMWare certification is preferred.
- Thorough knowledge of Microsoft Windows Operating Systems, Microsoft Office Professional applications, and M365 is expected.
- Knowledge of Veeam Backup and Disaster Recovery.
- Must possess VPN expertise along with the ability to program, diagnose, and troubleshoot the organization’s firewalls. Familiarity of SonicWall firewalls and knowledge of using SonicWall VPN capability is a plus.
- Thorough knowledge of on-premise telecommunications system is expected. Mitel experience is preferred.
- Sufficient project management skills to produce a quality, timely, complete work product.
- Must be discrete and professional, particularly when handling confidential information.
- Microsoft Certified Professional Certification; VMWare Certified Associate/ Data Center. Virtualization (VCA/DCV) preferred.
- Ability to work a flexible schedule.
- Must have reliable transportation and valid driver license.
Compensation: $60,825 to $81,100 per year with an excellent benefit package including medical, dental, and optical insurance; paid holidays; paid time off; and 457 retirement savings with employer match.
