Human System Integration Engineer III

PMAT is seeking a Human System Integration (HSI) Engineer III. Candidates will conduct integrated and comprehensive analysis, design and assessment of requirements, concepts and resources across seven domains of manpower, personnel, training, human factors engineering, habitability, survivability, and environment, occupational health and safety. In this role, the Human System Integration Engineer will be an integral team member supporting assured Command and Control capabilities for our DoD customer within the Navy Information Warfare Systems Command (NAVWAR) in San Diego, CA.
Duties:
- Identify risks associated with the development and implementation of Architectures, both external and internal, for efforts in the Research, Development, Test, and Evaluation (RDT&E) phase of the acquisition life cycle
- Validate data and develop technical drawings that document Information Technology (IT) architectures and related specifications and requirements for afloat, ashore, and aloft platforms, including interface agreements, and physical and logical SoS architectures for efforts in the RDT&E phase of the acquisition lifecycle
- Provide functional knowledge and technical support of developing enterprise architecture including data structure supporting Systems Modeling Language (SySML) and development of integration with current data models and tools in use (e.g. Cameo Systems Modeler (CSM), notepad)
- Monitor and Track the as-is Architectures, which includes fielded and programmed architectures focused on programs, projects, and their interfaces, both external and internal
- Modify existing technical drawings that document IT architectures and related specifications and requirements for afloat, ashore, and aloft platforms
- Monitor, maintain, enhance and manage all system (software/hardware/network/configuration and data management) operations and system administration, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within an Integrated Modeling Environment (IME)
- Develop target architectures for platforms, enclaves, and systems based on Defense in Depth Information Assurance Functional Architecture (DFIA) by leveraging Model Based Systems Engineering (MBSE) for efforts in the RDT&E phase of the acquisition lifecycle
- Develop roadmaps for Science and Technology (S&T) and provide forecasted systems and capabilities for integration into forward-looking views of the Enterprise Architecture (EA), including Target Architecture
- Provide inputs in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle, e.g., DoDAF Artifacts, Symantec Endpoint Protections (SEPs), Cybersecurity Strategy, System-Level Continuous Monitoring (SLCM) strategy, System Security Accreditation Plans, and System Design Specification (SDS), Human System Integration (HSI) requirements and plans, System test and quality assurance plans to include Test and Evaluation Master Plans (TEMP), Independent Verification and Validation (IV&V) plans, Software Development and Software Management Plans
Qualifications:
- Bachelors and eight (8) years or more experience:
- ABET Accredited BS Degree from ABET recognized engineering curriculum. Examples include ME / EE / IE / CSE, or BS Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Examples include Applied Math, Applied Physics, Operational Research, Modeling and Simulation, Chemistry, Biology, Computer Science, Naval Architecture.
- Six (6) years of experience in Government related Research and Development (R&D), Testing and Evaluation (T&E), and systems acquisition programs.
- Comparative multi-domain HSI engineering analysis, impact assessments, trade-off studies of complex systems.
- Four (4) years of relevant HSI engineering experience in at least three (3) of the areas listed below:
- HSI design, installation, integration, and test support either in a laboratory or direct applications.
- Design documentation/specification development.
- HSI test planning and test procedures development, test conduct, analysis, and reporting.
- HSI-related engineering requirements, performance and risk analysis.
- Applying engineering principles to investigate, analyze, plan, design, develop, implement, test or evaluate systems.
- Applying engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition, training, and resource management.
- Conducting Task Analyses (e.g., Mission Task Analysis, Top-Down Functional Analysis, Critical Task Analysis).
- Design, installation, integration, and test support either in a laboratory or operational systems.
- Understand Naval operations from unit level through operational staff and headquarters planning.
Highly desired experience:
- Experience providing functional knowledge and technical support of developing enterprise architecture to support MBSE. This support shall include data structure supporting Systems Modeling Language (SySML) and development of integration with current data models and tools.
- Experience monitoring, maintaining, enhancing and managing all system (software/hardware/network/configuration and data management) operations and system administration, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within the Naval Integrated Modeling Environment (IME).
- Experience developing roadmaps for Science and Technology (S&T), and providing forecasted systems and capabilities for integration into forward-looking views of the Navy’s Enterprise Architecture (EA), including Target Architecture.
- Experience providing input in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle.
- Experience developing mitigation plans, corrective actions, and contingencies for risks identified during Cyber Risk Assessments and Penetration Testing.
- Experience evaluating independent cybersecurity technical assessments for cyber risk, software assurance, penetration testing, and other related cybersecurity testing.
- Experience observing and documenting cybersecurity evaluations throughout the requirements, engineering, testing, and development phases of acquisition.
- Experience dealing with the application of information on physical and psychological characteristics to the design of devices and systems for human use, with the objective to reduce total ownership cost while optimizing total mission performance.
- Experience conducting tests, evaluating results, and developing reports (quick-look, final test, and lessons learned) and present findings and conclusions for DON laboratory testing of systems, software, tools, and products.
