Contingent on award, AMPERSAND has a requirement for an Information Security (InfoSec) Specialist providing contractor support of classification and declassification reviews at the Department of Navy (DON) Naval Criminal Investigative Service (NCIS).
Scope
The Information Security (InfoSec) specialist will assist the Declassification Authorities (DA) with classification reviews, mandatory declassification reviews, and safeguarding of documents that fall under the security classification guidelines (SCGs) governed by NCIS's Original Classification Authority. The InfoSec Specialist will review information proposed for release to the public, Congress, Congressional Committees, Fredon of Information Act (FOIA) request or request pertinent to ongoing investigations and operations. They will provide their determination to the DA if the information should remain classified, downgraded, or no longer warrants classification and or can be release to external parties.
Tasks
Classification and Declassification Review
The InfoSec Specialist will receive requests from various NCIS directorates for approval of release of information. You will conduct internal declassification reviews as appropriate to optimize records management. Review volume is anticipated to be a minimum of 300 pages per week. You will review ad provide weekly status updates on review to the requestor/customer and provide a monthly report to the Government Lead detailing, among other things, how many reviews have been completed.
Records Management
The InfoSec Specialist will ensure that all documents forwarded for classification / declassification review are entered into the Declassification Tracker database when received and updated when the review is completed. A written memo for each review stating the results, recommendation, and final determination will be documented. Upon completion your report will be forwarded to the Declassification Authority for signature prior to submission to the requestor. The InfoSec Specialist is to ensure all correspondence and documents are appropriately file and returned tot he requester as required.
Training
You will assist in the preparation and logistics of annual Classification training.
Security Administration Duties
You will assist with administrative duties for the NCIS NSD SCIF including the management of the SF701 and SF702 checklists and visitor logs. The Specialist will additionally act as a Data Transfer Agent completing cross-domain data transfers before the end of business each day.
Work Location
Workplace will be NCIS Headquarters, 27130 Telegraph Road, Quantico, VA 22134. Work hours are 8am-5pm Monday - Friday. Telework for a hybrid work scenario is an option at the discretion and approval of the Government Lead.
Clearance
TOP SECRET w/SCI Eligibility
- Bachelor's degree
- 1 year of relevant experience and skills in records management and administration skills
- 2 years security specialist experience working in a classified environment
- 1 year of Information Security / Classification Management experience - OR- Freedom of Information Act (FOIA) reviewing experience
- ACTIVE TOP SECRET CLEARANCE (MUST BE OR RECEIVE SCI ELIGIBILITY TO BEGIN WORK)
