Job Description
Responsible for oversight and management of Cyber Security risk management. This includes, but is not limited to, planning, design, implementation, monitoring, maintenance, and management of identity and access management (IAM) technologies, Information Technology compliance, Cyber Security policy management, certificate management, and threat intelligence functions. Collaborates with other technology teams to meet regulatory compliance, and to support other Information Technology initiatives. This role is also responsible for developing and maintaining disaster recovery and redundancy plans to ensure Cyber Security resilience and business continuity.

Cybersecurity Risk Manager
Hiring Salary Range: $140,000-$191,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
Responsibilities
- Provide leadership and direction to the Cyber Security risk team, fostering a culture of collaboration, innovation, and continuous improvement.
- Assist in developing, implementing, and managing a comprehensive proactive IT compliance strategy.
- Set performance goals, conduct regular evaluations, and support professional development to enhance team capabilities.
- Build strong relationships between all technology groups to create multidisciplinary teams that work together (remove silos).
- Participate in the development of strategic plans for the Cyber Security risk team to meet current and future operational needs.
- Design and architect Cyber Security solutions including IAM, active directory, threat intelligence, policy development, and certificate management.
- Lead the deployment of Cyber Security projects, ensuring timely and efficient implementation.
- Oversee the installation, configuration, and integration of Cyber Security solutions.
- Collaborate with the Cyber Security Center team to implement security measures that protect against unauthorized access, cyber threats, and data breaches.
- Ensure compliance with industry regulations, such as NERC CIP, and maintain up-to-date knowledge of relevant standards and best practices.
- Develop and implement disaster recovery and redundancy plans to ensure resilience and minimize impact during outages or emergencies.
- Test and update recovery plans regularly to adapt to changes in Cyber Security solutions and operational requirements.
- Maintain comprehensive documentation of Cyber Security configurations, processes, and incident reports.
- Prepare and present reports on Cyber Security performance, security status, and project progress to senior management.
- Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
- Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications
Education and Training:
- Bachelor’s degree in computer science, information technology, electrical engineering, telecommunications, or a related field.
- An MS, MBA, or related advanced degree desired.
- One or more of the following active certifications:
- Certified Information Systems Security Professional (CISSP)
- GIAC Information Security Professional (GISP)
- GIAC Strategic Planning, Policy, and Leadership (GSTRT)
- GIAC Security Operations Manager (GSOM)
- GIAC Critical Infrastructure Protection (GCIP)
Skills
- Proven ability to lead, manage, and mentor a team of Cyber Security, IAM, or compliance personnel.
- Ability to troubleshoot IAM, active directory, and certificate services issues.
- Strong project management skills, including the ability to plan, execute, and oversee Cyber Security projects.
- Experience in budget management and resource allocation to achieve business and operational objectives.
- Ability to work collaboratively with cross-functional teams, including Cyber Security and technology teams.
- Strong vendor management skills, including negotiation and management of service level agreements (SLAs).
- Ability to develop and implement disaster recovery and redundancy plans to ensure IAM resilience.
- Deep understanding of SOX, and NERC-CIP compliance requirements.
- Strategic thinking skills to align IAM policies, procedures, and technology with organizational goals and future needs.
- Excellent written and verbal communication skills; able to explain technology solutions in business terms; an effective listener and communicator.
- Keen attention to detail.
- Superior analytical, evaluative, and problem-solving abilities; a strategic thinker.
