Duties - You will apply energetics from acquisition development through actual item fielding, in-service and logistics support, ordnance assessment, and final demilitarization phase.
- You will lead multi-disciplinary teams and tasking across the NSWC IHD departments and product lines.
- You will provide for the stewardship of NSWC IHD technology efforts and capabilities by leading the community of practice and providing leadership and guiding the future direction for technology investments.
- You will manage laboratory-directed science and technology programs including In-House Laboratory Independent Research (ILIR), Independent Applied Research (IAR), and science, technology, engineering and mathematics (STEM) outreach activities.
- You will be the owner/champion for NSWC IHD science and technology processes and policies.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages
. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
- Broad knowledge of Navy underlying science and engineering disciplines, including but not limited to mechanical engineering, chemical engineering, aerospace engineering, electrical engineering, electronics engineering, chemistry, physics, and materials science.
- Ability to understand emerging technology, along with the military capability it will provide, and develop plans for potential technology transition into existing programs of record that have national significance.
- Expert knowledge of technology studies, experimentation, analysis, and risk assessment.
- Ability to provide authoritative, expert technical advice and recommendations on matters related to technologies and technical competencies related to state-of-the-art science and technology (S&T) work in the areas of research, development, test and evaluation (RDT&E), manufacture, and in-service support of energetics and energetics systems.
- Ability to provide leadership, implementation and coordination of S&T efforts across the Navy, DoD, industry and academia.
- Knowledge of Office of Naval Research (ONR) processes, policies, and programs.
