OCT is looking for a
Risk Management Specialist to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO). The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA's broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry. The Risk Manager will support the PEO through the application of risk management best practices across the acquisition portfolio.
Role:
- Review program risk data to create a comprehensive overview of program risks by analyzing individual discrete risk elements
- Coordinate with the program team to identify innovative and strategic approaches for managing risks
- Brief senior staff on the status of risks through routine and ad hoc written and oral reports, ensuring that risk information is communicated effectively
- Implement risk treatment measures to control and mitigate risks, including strategies to avoid, transfer, or finance risks. Monitor and review processes to ensure that risk management and compliance arrangements are properly in place
- Conduct audits of policies and compliance with standards, liaising with internal and external auditors to ensure adherence to regulatory requirements and best practices
- Manage and oversee all aspects of risk management, including leading risk management boards and coordinating risk-related activities
- Take overall responsibility for training, developing, and tracking program risks and mitigation strategies from initiation to resolution, ensuring that all risks are effectively managed throughout their lifecycle
- Prepare detailed reports for upper management regarding the status of program risks, highlighting key issues, mitigation efforts, and overall risk posture
- Typically report to a manager and handle complex tasks within the job function, with occasional direction in various aspects of the work
Requirements
Qualifications:
- At least eight (8) years of experience in federal government acquisitions risk management
- Proven experience in reviewing and managing program risk data, developing risk management strategies, and coordinating with teams to address risk-related issues
- Skilled in briefing senior staff on risk status, preparing written and oral reports, and communicating complex risk information clearly
- Experience in implementing risk treatment measures, monitoring risk management processes, and ensuring compliance with risk and regulatory standards
- Background in conducting audits, managing risk management boards, and liaising with internal and external auditors
- Certification in Project or Program Management is required, demonstrating formal expertise in managing complex projects and programs
- Ability to handle complex tasks within the job function, with occasional guidance on various aspects of risk management activities
- Must possess an active DoD Secret Clearance
