Objective:
The Office of House Information Resources, Enterprise Operation & Facilities, Enterprise Storage & Data Protection (ESDP) Branch, is seeking a Contractor with mid-level experience in SAN, NAS & Cloud Storage systems, Storage Area Network switches, Data Protection & recovery solutions and automation. This SOW establishes the Offeror’s level of effort for on-site contract services and responsible to architect, deploy solutions, installation, configuration and provide system administration, operational support and maintenance for the U.S. House of Representatives (House) Enterprise Storage & Data Protection infrastructure.
Background
The Chief Administrative Officer (CAO) of the House has been charged by the Committee on House Administration (CHA) with supporting and maintaining the information technology (IT) and service support structure of the House. Enterprise Operations & Facilities (EO&F), Enterprise Storage & Data Protection (ESDP) is responsible for managing the data for many House Enterprise Applications including, but not limited to House Financials, HCFS, Messaging, Mobility, and specific CMS Vendors. With the Enterprise Storage & Data Protection infrastructure continuing to expand and increase in complexity, the demands on the Enterprise Storage and Data Protection (ESDP) branch requires additional engineering support for operations, maintenance, and technology improvement activities to maintain top-level service to the Members and staff of the House.
Scope
System Engineer contractor will provide for the augmentation of the current Enterprise Data Storage Systems (EDSS) Team in support of daily operations and maintenance with a focus on Enterprise SAN, NAS Storage systems deployment and administration and providing data storage and protection services to Member offices, Committees, enterprise messaging, financial systems, vendor servers, CAO servers, databases, and application servers. This mid-level engineer will serve full-time, approximately 2000 hours per year, to assist EO&F with system administration activities relating to the expanding and evolving House Enterprise Data Storage Systems infrastructure consisting of over 4 PBs of primary storage. This includes, but is not limited to, managing the Enterprise Data storage Systems (EDSS) environment, supporting capacity planning, providing performance, trending analyses, advanced troubleshooting, assisting with new technology integration and research. The required duration for this support is a base period of one year and two option years. Candidates submitted for this position should be flexible enough to work a diversified schedule at all House data center locations, via telework, (at the discretion and approval of the House) and participate in 24/7 On-Call technical support under a rotating shift pattern.
Candidate Capability Requirements/Experience
Minimum qualifications include 6 years of relevant experience, on enterprise data storage systems, a Bachelor’s degree in the related field or the equivalent combination of education and work experience.
Candidates must be able to secure and maintain Federal Government security clearances as deemed appropriate by management.
Required Experience & Expertise
SAN and NAS Storage Performance and Capacity Tools and reports.
SAN Storage: Fiber Channel SANs, NVMe, FCoE, FCIP, Block.
NAS File Storage Implementation, Administration and Operations support.
NAS File Storage protocols (CIFS, NFS and Mixed protocols file shares) Implementations, Administration and support.
NetApp SVM and Windows File Server roles administration and support.
Expert knowledge in managing, modifying, applying and fixing Windows NTFS Folder and File permissions, access, ACLs on Active Directory Groups and Users.
Object Storage: On-premises Object storage on NetApp, Pure Flash Blade, Cloud Storage Azure/AWS S3.
Pure Storage Arrays Administration- Flash Array X and C Series, Flash Blade.
NetApp Storage Arrays Administration – AFF and FAS models.
SAN and NAS Storage Administration, Operations and support – Storage provisioning, allocations, modifications and reclamations, Usage of Command Line interface
- Storage Area Network Switches Installation, Administration and Support of Cisco MDS 9000 Multilayer switches, Cisco Nexus Dashboard Fabric Controller, Fabric Manager & Device Manager NDFC/DCNM/DCFM, Cisco NX-OS, Command Line interface, SAN Fabric Implementation and Administration of Core-Edge Switches, Zone Database and zones sets maintenance, Zone create, modify and deletes. Deployment of tools and appliances for observability, monitoring performance and capacity, Generation of Storage system reports and metrics collection. Configure and manage Data Security, Systems and User auditing on SAN and NAS storage systems. Cloud Implementations, Connectors and Cloud integration of On-premises Storage arrays. Configure and support Cloud solutions and storage services: AWS FSx, Backup and BCDR to cloud using AWS, Azure, Automation of Storage administration tasks and jobs using, AI, PowerShell, Ansible and Shell scripts. Data Protection technologies/software – Configure/setup data protection and recovery, data replication between On-premises and Cloud, array snapshots, active cluster and metro clusters Data Protection using Backups and Archive software, preferably using Commvault appliances and IntelliSnap. Strong analytical and problem-solving skills to troubleshoot and resolve SAN and NAS Storage technical problems in a data center environment.
Desirable Skills
Knowledge of VMware - ESX Cluster Servers, vSphere, vCenter, OpenShift.
Understanding of cloud technologies.
Understanding of IT security and encryption technologies.
Knowledge of BCDR procedures and functions, Sync and Async Data replication.
Knowledge of Server infrastructure and Operating systems- Dell, HP Blade Frames, Chassis, & HCI, Virtual Interconnect connect switch hardware and network connectivity, Basic Red Hat Linux and Windows Servers administration.
Knowledge of Data center layout, designs, Fiber cable management.
Knowledge of Hybrid, private and public clouds, Container technology such as Kubernetes & Dockers.
Knowledge of Persistent storage types, storage classes, PV, PVCs, CSI for Kubernetes containerized applications using block, file and object storage.
Knowledge of Active/Active configurations and host multi pathing.
Knowledge of Storage systems security.
Knowledge of Unix vi editor, PowerShell, shell scripting and job automation.

Configuration, allocation, and management of the Storage infrastructure.
Monitor and ensure successful operation of the House Storage Infrastructure.
Integration and operations for complex systems in an enterprise data center environment.
Perform Data protection and disaster recovery support for Enterprise-level Servers and applications.
Support BCDR functions and perform data failover/failback.
Enterprise data migration and data replication.
Analyze events, alerts, logs, troubleshoot, Problem solving, makes sound judgement, ability to assess impact on upstream and downstream components, capacity planning, trending and technical support.
Creating and/or providing inputs towards SAN/NAS storage system documentation and status reports including but not limited to After Action Reports, Standard Operating Procedures, System Baseline Change Requests and Configuration Management Plans.
Create and update standard operating procedures, technical documentation and follow change management procedures.
Recommends and advocates for additional data and services needed to address business issues.
Customer Service and coordination with Client and customers.
Effective communication, both orally and in writing, with senior staff, information systems professionals and the non-technical user community.
Incumbent will be able to support Project tasks and provide assistance in planning, designing, and evaluating hardware and software.
Provide recommendations to enhance and improve the Enterprise Data Storage Systems as a whole.
Conduct Proof of concepts.
Position requires the ability to work shifts to provide support 24 hours a day, 7 days a week, participate in an On-Call rotation and available OnDemand to address technical problems.
