Job Description
Dobbs Defense Solutions is seeking a highly skilled Test and Evaluation Analyst to join our team. In this role, you will apply comprehensive Test and Evaluation (T&E) practices, encompassing the identification of capability requirements, stakeholder collaboration, development of testing strategies, data collection methods, data authentication, validation, reporting, and the provision of actionable recommendations. Your expertise will contribute significantly to improving the operational effectiveness of the systems under evaluation.
Duties
- Utilize standard T&E practices to meet stakeholder needs, including the development of testing and evaluation approaches, data collection strategies, data authentication and validation, and clear and understandable reporting. Provide actionable recommendations to enhance system operational effectiveness.
- Review and analyze schematics, technical drawings, diagrams, and specifications, ensuring a thorough understanding of stakeholder needs. Solicit system requirements and operational environments to formulate an evaluation approach supporting Test & Evaluation objectives.
- Develop various briefings, including the Test Concept Brief (TCB), Test and Evaluation Strategy Brief (TESB), and Operational Test Readiness Review (OTRR). Formulate Test Plans and strategies to meet operational and interoperability test requirements.
- Create and update the Analysis Structure (AS), consisting of the Data Source Matrix (DSM) and the Evaluation Framework (EF). Develop and maintain Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs).
- Prepare Test Scenarios and Test Scripts for System Under Test (SUT) evaluations. Recommend adjustments to T&E processes or procedures as needed.
- Conduct operational and interoperability test events on the system under evaluation, employing both manual methods and automated test tools. Ensure compliance with quality assurance and regulatory requirements, performing audits and reviewing/analyzing data and documentation.
Qualifications
Required education and experience:
- Master’s degree, a minimum of 8 or a Bachelor’s degree, a minimum of 10 years of directly relevant experience is required. Candidates may substitute 15 semester hours completed toward a Master’s degree for one year of experience. Candidates must hold at least one certification (CTEP, CISSP, CSTE, CTM, CQE, DAWIA) in their area of specialization.
- Proficiency in operational testing and evaluation, as well as interoperability testing.
- Familiarity with Net Ready – Key Performance Parameters (NR-KPP).
- Proven experience in developing Evaluation Frameworks comprising Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs).
- Expertise in system requirements and the development of testable measures.
