General Definition of Work
Under general administrative direction, protects, oversees, and manages a wide variety of complex information technology tasks such as set up and maintenance of technology systems, configuration management, access control, security, troubleshooting, and user education, in addition to ensuring the system’s business as usual (BAU) operations, overseeing the maintenance and security of all network, applications, telecommunications systems, and intranet Advises the City Manager on budgetary considerations for technology systems, and recommends policies, procedures, software, and hardware, for the City’s technology needs.

Essential Functions
Responsible for all operation and maintenance of end-user hardware, software, and server-related infrastructure, including user accounts and access permissions, backups and disaster recovery.
Manages network infrastructure, including routers, switches, firewalls, technical systems, and network security settings.
Performs troubleshooting and user education, and assists with the ADA interactive process for all hardware and software-related infrastructure.
Installs and configures operating systems, applications, and system updates on servers and workstations.
Diagnoses and resolves system issues, including hardware failures, software conflicts, and network connectivity problems.
Applies software patches and updates to systems to address security vulnerabilities.
Responsible for Requests for Proposals, Information, and Qualifications, and coordinates with third-party vendors for all hardware and software-related infrastructure.
Monitors network and system performance metrics such as CPU usage, memory utilization, and disk space to identify potential issues.
Manages data backup procedures to ensure data integrity in case of system failures.
Assists in developing and implementing the technology budget and long-range goals for the City; monitors the assigned budget.
Implements, maintains, and tests security measures to protect systems and network from unauthorized access and cyber threats .
Serve as project manager for a variety of technology projects; facilitate project activities and resolve problems; develop and submit project reports to the City Manager.
Plans, formulates, and recommends short and long-range maintenance and capital improvement projects for technology and systems to improve city effectiveness, efficiency, and environment.
Develops technical documentation, manuals, and policies.
Develops and maintains an asset management program and database for all hardware throughout the City.
Ensure system hardware, operating systems, software systems and related procedures adhere to best practices and City guidelines.
Assist in team projects for recommending, testing, and rolling out new systems.
Review and update web page content, links and security.
Monitor, analyze and report virus and security threats to City Manager.
Identify, recommend and implement improvements to network/application security systems as directed.
Analyze and recommend the re-engineering of work processes, with the utilization of technology, to create greater efficiencies for overall operations.
Monitor, facilitate, improve and recommend change for software, hardware and systems.
Attends and participates in staff meetings and communicates regularly.
Communicate with staff regarding changes to overall technical operations to ensure a clear understanding of the issues.
Maintains strict privacy standards for staff information, policy, procedures and protected health information.
Operates all job-related equipment, machinery, tools and other aids as required or needed.
Protects and maintains any confidential information you have access to, whether oral, written, or electronic.
Attends workshops and seminars as approved to further develop knowledge, skills, and abilities in order to develop new or to maintain and enhance areas of expertise.
Attends public meetings in the evenings or weekends as necessary to assist with technology needs.
Enforces and maintains compliance with all federal, state and local laws and ordinances.
Encourages and promotes compliance with safety rules, the use of safety equipment, and safety procedures.
Complies with all organizational and departmental policies and procedures.
Performs other duties as assigned or deemed necessary.
