Position Description:
The Compliance Manager is responsible for the day-to-day operations and oversight of the export compliance programs, ensuring adherence to applicable U.S. laws and regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other relevant regulatory frameworks. This role involves managing licensing (State and Commerce), export controls, screening processes, and related compliance activities in collaboration with internal and external resources to meet regulatory objectives.
The Compliance Manager ensures full compliance with various regulatory authorities, including the U.S. Department of Justice (including ATF), U.S. Department of State (including DDTC), U.S. Department of Commerce (including BIS), and the U.S. Department of the Treasury (including TTB), while reporting directly to company executives.

Essential Functions
- Works closely with IT in supporting internal control processes, evaluating software products and control procedures, and ensuring proper documentation and interaction with external auditors.
- Develops, initiates, maintains, periodically reviews, and revises policies and procedures for the general operation of the Compliance Program and its related activities, to prevent illegal, unethical, or improper conduct.
- Collaborates with other departments such as HR, Engineering, IT, Quality, and Operations to direct compliance issues to appropriate channels for investigation and resolution.
- Consults with outside legal counsel as needed to resolve difficult legal compliance issues.
- Responds to alleged violations of rules, regulations, policies, and procedures by evaluating or initiating investigative procedures. Develops systems for uniform handling of violations.
- Ensures proper reporting of violations or potential violations to authorized enforcement agencies, as appropriate.
- Acts as an independent reviewer to ensure that compliance issues within the organization are being appropriately investigated and resolved.
- Coordinates compliance activities of other departments to stay informed of all compliance activities and trends.
- Identifies areas of compliance vulnerability and risk, and implements corrective action plans for resolution of issues, while providing guidance on avoiding future risks.
- Institutes and maintains an effective compliance communication program to promote awareness of new and existing compliance issues and related policies.
- Works with Human Resources to maintain effective compliance training programs for employees, including introductory training for new employees and ongoing training for others.
- Compliance Program Performance Monitoring: Monitors the performance of the Compliance Program on an ongoing basis, making necessary improvements.
- Works closely with freight forwarders in preparing documents for incoming and outgoing shipments.
- Advises on licensing requirements for sales, demonstration, and marketing activities, and works closely with business functions to ensure that timely and comprehensive authorizations are in place.
- Works closely with all departments to ensure the proper use and administration of DDTC licenses, agreements, exemptions, and other authorizations.
- Oversees the development, distribution, and maintenance of compliance policies, procedures, guidelines, and instructions.
- Acts as a point of contact for government trade regulation agencies and resolves trade compliance matters, including regulatory inquiries, assessments, audits, voluntary disclosures, or mandatory reporting.
- Responsible for the preparation and submission of various export license applications (DSP-5, DSP-61, DSP-73, etc.), Commodity Jurisdictions (CJ), and other submissions to the Directorate of Defense Trade Controls (DDTC).
- Prepares and submits license applications to the Bureau of Industry & Security (BIS) in compliance with the EAR.
- Ensures compliance with the import and export matters under AECA (Arms Export Control Act) and the EAR (Export Administration Regulations), including export and brokering issues.
- Tracks and maintains current status on provisos, conditions, reporting, and other compliance requirements under DDTC licenses, agreements, and approvals.

Minimum Qualifications (Education, Experience, Skills):
- Bachelor's degree from an accredited four-year college or university.
- Ability to travel to compliance training seminars, 2-3 times per year.
- Minimum of 4 years of experience working within an ITAR licensing and compliance program.
- Minimum of 2 years of experience in compliance areas related to ATF.
- Experience in conducting internal audits.
- Strong attention to detail, with solid analytical and problem-solving skills.
Essential Physical Requirements:
- Ability to work in an office environment for extended periods, using standard office equipment such as computers, telephones, and printers.
- Proficient in Microsoft Office, D-Trade, and Shipping Solutions Professional.
- Requires the ability to read and analyze detailed documents, reports, and digital content.
- Must also be able to communicate effectively, both verbally and in writing, which includes the ability to hear and understand spoken information.
- Ability to move around the office and potentially visit various departments or facilities as needed for collaboration and compliance monitoring purposes.
- Ability to travel to off-site training seminars and compliance-related conferences 2-3 times per year.
- Ability to maintain attention and focus for prolonged periods, especially when reviewing documents, investigating compliance matters, or performing audits.
