Overview
Nakupuna Consulting is seeking a Mid-Level IT Systems Analyst to join our team of talented consultants providing professional services to the senior leadership of NAVSEA 04’s (Industrial Operations). This individual will work with a team in support of operations under NAVSEA 04.
Responsibilities

- Assist SEA 04 with the development, preparation, analysis and modification of documentation, briefings, white papers, metrics, etc. related to introduction of IT related and OPNAV/NAVSEA Tasking, IT Capital Planning, IT budgeting process, Clinger-Cohen Act compliance, Corporate Applications data base and legacy systems updates and maintenance, coordination of the aggregation of data from data calls both internal and external data calls of SEA 04.
- Assist SEA 04 with the development, coordination and introduction and administration of the NAVSEA/Navy Marine Corps Intranet (NMCI) implementation process. Specific activities shall include technical refresh support, order planning and development, evaluation of NMCI Contract Line Item Numbers (CLINs), metric creation and maintenance as well as monitoring NMCI performance/service levels as it relates to SEA 04.
- Interface with appropriate NAVSEA and SEA 04’s points of contact to facilitate help desk and network administration functions.
- Provide support for SEA 04’s conference room IT equipment to include VTC equipment.
- Provide System Administrator support for the SEA 04’s integrated development environment (IDE), i.e., SEA 04’s SharePoint site (requires MS SharePoint Certification).
- Provide Information assurance support to ensure compliance with DOD, DON, and NAVSEA rules, regulations and instructions for SEA 04, Front Office and Program Office Local/Wide Area Networks, Cloud computing, and Platform IT (PIT) systems.
- Provide end-user support for both hardware and software problems, in conjunction with NMCI support (NMCI Service Desk augmentation).
- Provide IT Government Furnished Equipment (GFE) asset management support, including asset deployments, end user assignment tracking, logistics support, tech refresh support, asset disposition, configuration management, and maintenance of SEA 04’s internal IT asset management database.
- Support the SEA 04 personnel seating process by validating all IT requirements (e.g., assets, accounts, network connectivity), and supporting IT logistical actions.
- Provide information management support, including the monitoring, maintenance, and access management of SEA 04 information on NMCI Non-classified Internet Protocol Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) share drives, SEA 04 DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (Enterprise Task Management Software Solution (ETMS2)) Alfresco Enterprise sites, SEA 04’s IDE (currently SEA 04’s SharePoint site collections), Corporate Data Management System (CDMS) LiveLink sites (including CDMS NOFORN).
- Provide NMCI user account management [NIPRNET, SIPRNET, Functional, Developer, and Unclassified Naval Nuclear Propulsion Information (NNPI)], including NMCI account creation/reactivation/deactivation/deletion actions, cryptographic logon (CLO) exception management, SEA 04 alt token management (SIPRNET, Functional, and Developer) coordination of required Move, Add, Change (MAC) requests with the SEA 00I (NAVSEA CIO) ACTRs.
- Support the SEA 04 electronic spillage process by ensuring prompt reporting and monitoring of NMCI cleanup efforts in concert with the SEA 04 Assistant Security Manager.
- Assist in preparation of draft point papers, correspondence, presentation material, guidance/policy documents, and procedures related to IT.
- Prepare and provide training to personnel on pertinent IT topics.
- Provide urgent and routine computer, wireless, and telecommunication customer assistance for all personnel. Support the implementation of Activity Chief Information Officer (ACIO) directives across SEA 04, and continuously improve information flow processes.
- Liaise with NAVSEA Command Information Office staff and NMCI contractors to improve processes, ensure precise and accurate information for data calls, and facilitate trouble call resolution.
- Assist in the data collection, development, organization, and presentation of SEA 04 IT budgets.
- Provide reporting support for SEA 04 Information Systems in the Defense IT Portfolio Repository (DITPRDON) and the DON Applications and Database Management (DADMS) system annual reviews.
- Support all Information System data calls for SEA 04. Develop reporting systems and standardize data call reporting and information gathering workflows in support of SEA 04 Information Systems data calls. Develop metrics for SEA 04 Information systems performance and status.
- Provide Risk Management Framework (RMF) validation services for SEA 04 sites, systems, and networks.
- Provide SEA 04 training/support in use of Electronic Mission Assurance Support Services, Vulnerability Remediation Asset Manager, DITPR-DON/DADMS, DOD Shipboard Non-Tactical ADP Program, and other registration/reporting Cyber sites as required.
- Provide support to Cybersecurity Workforce Program Manager for developing cyber workforce appointment letters, developmental training tracking, competency training tracking, and Workforce management reporting functions. Maintain a current portfolio inventory for SEA 04 Information Systems and Cybersecurity workforce personnel.
Qualifications
Skills/Qualifications: The ideal candidate is able to multi-task, is highly organized, has great attention to detail, and has some data analysis skills. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:
- SharePoint certification preferred
- Professional experience utilizing Microsoft Office suite of tools
- Knowledge of the DoD acquisition lifecycle processes
Education and Experience:
- Bachelor’s degree in information technology or scientific discipline. In lieu of a degree, additional 8 or more years of relevant work experience in engineering or scientific discipline.
- Five (5) years of professional experience in an information technology discipline
Location: Washington Navy Yard, D.C. Five (5) days per week onsite.
Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $100,000.00 to $120,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
