Job Description Summary:
The Chief Technology Officer is responsible for administration, automation, technical development, and operational oversight of the Information Technology unit and the Central Services unit. Primary responsibilities include planning, organizing, directing, and coordinating a comprehensive program of activities designed to maximize the effectiveness and efficiency of the information technology programs and operations. Deliver effective and innovative services in partnership with appointees, County IT departments/divisions, external entities, and the public. Provide reliable, comprehensive, and integrated technology solutions to internal and external customers through innovation and collaboration.
Compensation:
Anticipated Hiring Range: $185,000-$205,000

Essential Duties:
Responsible for continuous process improvement
- In collaboration with the Attorney and leadership, define, measure, analyze, improve, and control key processes.
- Design, develop, and support automations and artificial intelligence applications that improve the efficiency and effectiveness of prosecution.
Oversees collaboration with County IT
- Collaborates with County IT to ensure that cybersecurity and compliance requirements are met.
- Coordinates with County IT on strategic initiatives, support requirements and metrics, technology needs, hardware, software, and services.
- Works with County IT to maximize utilization of services and technology offered through County IT.
- Monitors service levels and collaborates with County IT to ensure the services meet the needs.
Oversees collaboration with CDAC
- Support continuous improvement of CDAC technology through assistance with business requirements, testing, piloting software, collaborative software development, and software development utilizing in-house, county, or contract developers.
- Support state-wide improvement efforts through attending and presenting at state-wide meetings such as the Action Users Group, Data Analysts Group, Prosecutor’s Action Advisory Committee, and the CDAC Fall Conference.
Oversees collaboration
- Initiate, coordinate, foster, and support state-wide efforts on technology collaboration.
- Share technology improvements with other offices and utilize technology improvements from other offices.
- Provide technology and thought leadership on collaborative efforts including the Prosecutorial Performance Indicators and similar projects.
Oversees collaboration with Partners
- Coordinate with law enforcement agencies on collaborative processes and technologies.
- Coordinate with judicial representatives to improve technology, data sharing, and efficiency.
- Improve efficiency of data sharing with public defenders and defense counsel.
- Improve data sharing and efficiency through collaboration with Pre-Trial Services.
- Explore integrations with jails and prisons.
- Explore collaborations with CMHHIP.
Provides Budget and Grant Support
- Identify and apply for grants to improve the technology available to the office.
- Follow grant and county procurement processes.
- Create technology budgets for approval and operate and report according to the approved budget throughout the year.
Supports software development and data analytics
- Work with leadership, staff, and developers to ensure software fulfills requirements.
- Ensure work stays on schedule and on budget.
- Support office initiatives around data analytics ensuring technology platforms are optimized for their use.
- Guide the evolution of the offices data warehouse ensuring its compatibility with the office goals and objectives.
In conjunction with IT Manager, oversees vendor management
- Works with vendors to ensure software features meet the needs of the office.
- Participate in customer advisory boards and other voice of the customer activities.
- Assist county staff in negotiating the best value in vendor contracts.
Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.
