Starting Pay Range - $90,000 - $92,000/year (Salaried / Exempt)

Location: We are looking for someone who can be primarily in person (Vancouver, WA), with flexibility to work hybrid every so often.

Summary:

The Deputy Chief Policy & Compliance Officer is responsible for working with Chief Policy and Compliance Officer and other CRMHS Directors and Manager to ensure CRMHS is in compliance with Federal, State, Accreditation, and Contract requirements. The individual will work in a fast-paced environment to support leading the Quality, Compliance, and Health Information Management departments meeting agency needs and all legal and contract regulations. The Deputy should have a strong understanding of billing requirements for behavioral and medical activities and 42 CFR Part 2 and HIPAA. The Deputy will lead the preparation for internal and external audits, and develop and implement correction action plans, as necessary. The individual will work with a highly motivated team to develop trainings and initiate the development, implementation, and revisions of policy and procedures across multi-disciplinary teams.

Essential Job Responsibilities:

Develops, updates, and reviews policies and procedures according to applicable WACs, RCWs, Federal regulations, accreditation, and contracts;
Oversees internal compliance and quality reviews of behavioral health and medical programs, including review of billing, accreditation, and documentation reviews
Ensure compliance, investigates, and develops corrective action plans for any issues relating to fraud, waste, and abuse;
Assists in tracking, management, and compliance of organization’s contracts and grants
Updates, reviews, maintains, and communicates agency and program policies, procedures, and ethics and training plan in partnership with agency leadership;
Develops and leads implementation of Quality Improvement Plan and measures for success for agency to support growth and program development for client quality and access to care
Leads Compliance team in maintaining, updating, and implementation of the Critical Incident Report (CIR) plan, Workplace Violence plan, and Risk Management plan protocols for the agency, including reporting to State and MCOs for necessary incidents
Identify potential areas of compliance, vulnerability and risk and implement corrective action plans for resolution;
Lead the compliance, quality, and CCHBC teams, providing guidance and support to ensure effective performance;
Monitoring changes in laws and regulations related to behavioral health
Support building a culture of continuous improvement and ethical behavior within CRMHS
Monitors compliance with State, Contracts, and Accreditation requirements for grievances and supports resolution of grievances when not appropriate for other staff to complete
Takes leadership role in the pursuit, management, and compliance of accreditation for organization
Prepares, coordinates, and responds to all State, Federal, County, Managed Care Organization, and accreditation audits, including creating the corrective action plans and is the principal point of contact for all non-billing audits;
Assists in identifying funding opportunities and potential new program areas to match organization/department priorities;
Generates primary and supporting documentation for funding opportunities through timely submission of well-researched, well written and well-documented grant/funding proposals;
Assists with reports to government, corporate, foundations, and other funders as required by grant statements of work;
Support Health Information Management Manager to ensure compliance with and investigate any issues relating to HIPAA, 42 CFR Part 2, and all other federal and state privacy and confidentiality laws;
Supports Chief Policy and Compliance Officer in management of quality, compliance, and CCBHC program;
Performs other duties as assigned or as the situation dictates.

Non-essential Job Functions:

Attends staff meetings
Travels to CRMHS locations for staff training & investigations.

Education, Licensing and Experience:

Master’s degree in healthcare, business administration, public administration or social work preferred;
Certification in Healthcare Compliance within 1-year of hire
Experience in developing policies and procedures, grant writing, and process improvement in a health care setting;
Experience in developing and maintaining contact and communication with state and local government preferred.
